- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E226, Bethesda, MD 20892, UNITED STATES Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Metabolic Epidemiology Branch (MEB) plans to procure services to link two databases Hospital Episode Statistics (HES) and National Cancer Data Registry (NCDR) with existing database CPRD from the Department of Health, Clinical Practice Research Datalink (CPRD), MHRA, 151 Buckingham Palace Road, London SW1W 9SZ. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541990 and the business size standard is $15.0 million. Only one award will be made as a result of this solicitation. It will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. Sex hormones are known to be involved in the initiation and progression of many cancers. These projects will assess whether sex hormone-related exposures-such as infertility and varicocele-are associated with risks of developing and dying from prostate cancer. In addition, the NCI will assess whether medications affecting sex hormones after a diagnosis of prostate or breast cancer is related to future risks of cancer and death. The CPRD is a database to which the US Government already has access to via a license with the Division of Cancer Epidemiology and Genetics. The additional databases of HES and NCDR will provide inpatient and outpatient hospital data and cancer registry data respectively. This will ensure that procedures conducted at hospitals are captured and subjects are correctly classified as well as provide gold standard and data rich outcome (cancer) data from the linked cancer registry database. This will enable NCI to conduct two projects: 1.) Reproductive risk factors for prostate cancer incidence, mortality and survival and; 2.) Hormone therapy in relation to risks of second cancers and mortality among women and men. The CPRD is a unique resource for which the DCEG currently has a license to access data and conduct studies. This requirement is to link a CPRD dataset with the additional datasets of Hospital Episode Statistics (HES), which provide hospitalization data, and the National Cancer Data Registry (NCDR), which will provide detailed cancer incidence data. There are no other known resources to which we can link this data with the CPRD resource. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 4:00 PM EST, on September 14, 2016. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
