Description
PDF Copy of the Intent to Sole Source Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Asst. Secretary for Planning and Evaluation (ASPE) intends to sole source to: James K. This is not a solicitation for competitive proposal. No solicitation document is available. The anticipated award date is no later than September 23, 2016. (13) Architect-Engineer Project: N/A (14) Trade Agreement Clauses: N/A (15) Sole Source Justification: The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Asst. Secretary for Planning and Evaluation (ASPE) intends to sole source to: James K. Hammitt, Ph.D. Harvard Center for Risk Analysis 718 Huntington Avenue Boston, MA 02115 Dr. James Hammitt is a world-renowned researcher in risk analysis and is a widely recognized authority on non-market valuation of health and environmental regulations and the characterization of social preferences over health risks using revealed preference, stated-preference, and health-utility methods. He has served as an academic researcher, lecturer, and professor at Harvard University for over 20 years and is current director of the Harvard Center for Risk Analysis. Dr. Hammitt served on six National Academies of Sciences panels, more than a dozen advisory committees to the government agencies, including senior advisor to the Office of Science/ASPE, is a fellow of the Society for Risk Analysis, and in 2015 received the SRA's Distinguished Achievement Award for "for extraordinary achievement in science or public policy relating to risk analysis." Dr. Hammitt has written extensively for three decades on decision and risk analysis, public policy, health-risk management, mathematical modeling, and assessing regulatory impact analyses. His body of work includes the publications listed below. The nature of this contractor requires a direct and in-depth knowledge of creating and conducting regulatory impact analysis and retrospective reviews, expert knowledge of the literature related to the effect of labeling trans fat, and experience working with ASPE senior staff on additional technical assistance. Dr. Hammitt is well versed in these issues, having worked directly with ASPE as one of the authors of Guidelines for Regulatory Impact Analysis, prepared for the Office of Science and Data Policy. His extensive experience in both academic and policy research and his knowledge of government regulation and policymaking within HHS make Dr. James Hammitt uniquely qualified to provide expert advice to this effort. In addition to the fact that Dr. Hammitt is uniquely qualified for this work, there is urgency in getting this procurement awarded and the work completed. The analysis that is required is time sensitive in that it is needed for imminent guidance and regulation development. (16) This is not a solicitation for competitive proposal.
