- In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order, on a sole source basis, to Lambda Technologies, Inc.to procure accessories for a variable frequency microwave reactor (VFMR). The VFMR is a custom made system built by Lambda Technologies. This unit is unique in terms of its design and functionality and the accessories purchased will be specifically designed and manufactured to fit in the VFMR system. Parts need to be manufactured by Lambda Technologies in order to ensure compatibility and usability of the system as Lambda Technologies is the designer and manufacturer of the VFMR. This is considered a sole source to Lambda Technologies, Inc. because, to the best of the NETL ™s knowledge and based on market research conducted, Lambda Technologies is the only known source that can provide these custom parts. No known potential alternate sources exist which could satisfy NETL's requirement. The items sought include parts required to reconfigure the orientation of the three supplied waveguide reactors from vertical to horizontal in the field. These parts include an add-on frame assembly and brackets, WR137 waveguide parts, WR187 waveguide parts; and WR284 waveguide parts. Two additional dual directional couplers for each of three applicators to allow direct microwave power measurement via customer supplied network analyzer. These parts include two WR137 couplers, two WR187 couplers, two WR284 couplers, and various waveguide sections for connecting each set of couplers. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 4:00 PM ET on September 23, 2016. Responses must be submitted in writing to the Contract Specialist, Erin Kirchoff, via email at Erin.Kirchoff@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
