- This is a solicitation for commercial services prepared in accordance with the Federal Acquisition Regulation (FAR) in Subparts 12.3 and 13.104, as supplemented with additional information included in this notice. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular (FAC 2005-89, August 15, 2016) and the FAR. The Government intends to issue a Firm Fixed Priced award resulting from this solicitation to the responsive and responsible offeror whose proposal represents the best value to the Government conforming to the clauses and provisions of this solicitation. INSTRUCTION TO OFFERORS: The provision at 52.212-1, Instructions to Offerors -- Commercial Items, applies to this acquisition and addendum to this provision is included in Section 4. All interested offerors shall be registered in the System for Award Management (www.SAM.gov) prior to close of solicitation; offeror to provide DUNS number with proposal. Any changes to the statement of work requiring an alteration in performance or delivery schedule requires approval by the Contracting Officer prior to solicitation closing. CONTRACTOR QUESTIONS: Contractor questions shall be submitted via email attention to: Rebecca_Graham@nps.gov. All questions should be submitted no later than September 8, 2016; any questions received after this date may not receive a response.
