- THIS NOTICE IS FOR AN OPPORTUNITY. IT IS 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB); AVAILABLE ONLY TO SDVOSB. The Coatesville VA Medical Center located, 1400 Black Horse Hill Rd., Coatesville PA 19320 Ann Solicitation for No. VA244-16-B-1679 Contractor shall completely prepare site for operations and furnish all labor, materials, equipment necessary to perform work as set forth in the Statement of Work (SOW) for Building 138 Entrance Doors at Coatesville VA Medical Center (CVAMC), Coatesville, PA. The Contractor acknowledges that it has taken steps reasonably necessary to ascertain the nature and location of the work, and that it has investigated and satisfied itself as to the general and local conditions which can affect the work or its cost; any failure of the Contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from responsibility for estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expense to the Government. The Contractor agrees to be responsible for the correct classification of workers. All work shall be performed in compliance with all federal, state and local laws and regulations. In addition, work will meet equipment's manufacturer and generally accepted industry standards of good workmanship. All waste materials shall be disposed of by the contractor in compliance with federal, state and local laws and regulations. The Solicitation along with documents and drawings will only be available for download from the web https://www.fbo.gov. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the bidders' mailing list at https://www.fbo.gov, "Interested Vendor List". Individual copies of the Bidder's Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website and bidders are advised, as it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. An onsite Pre-Bid Walk, date and time will be provided in the solicitation. This only walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. No telephonic or fax requests will be honored. In accordance with FAR Part 13 and 14, the cost range for this procurement is less than $25,000 and NAICS Code 236220 with a small business size standard of $36.5 million. A Bid Opening Date will be scheduled. After the formal bid opening, an award will be made to the lowest responsive and responsible bidder. The Government contemplates award of a Firm Fixed Price contract resulting from the solicitation. Award of this contract is subject to the availability of funds. Offerors must be listed as "verified" in the Vendor Information Pages at www.vetbiz.gov, and be currently registered including completing online Representations and Certifications at the System for Award Management (SAM), www.sam.gov; MUST meet the CVE SDVOSB verification requirements per www.vetbiz.gov; MUST have a current record in the Online Representations and Certifications Application and MUST meet OSHA/EPA requirements. For SDVOSB CVE verification guidelines, you may refer to http://vip.vetbiz.gov. To complete Representations and Certifications, you may go online at https://www.sam.gov/portal/SAM/.
