Description
The Naval Medical Research Unit No. 6 (NAMRU-6) is looking for a public or private academic institution in the city of Santa Cruz - Bolivia with a large trajectory of research in infectious and tropical diseases for executing support activities of this study entitled: "Characterization of the infectious causes of acute febrile illness in Latin America" with focus on passive febrile surveillance target on Zika Virus infections. This study is aimed to determine the specific etiologies of acute febrile illnesses among in and outpatients at a variety of health centers and general communities throughout Latin America with focus on Zika Virus infection. The period of performance is 12 months, and in on site in Santa Cruz - Bolivia. This acquisition requires carrying out the following activities: 1. To coordinate and obtain study authorization from local health facilities to perform the study in Santa Cruz, Bolivia. 2. To obtain IRB approval for performing the study in Santa Cruz, Bolivia. 3. To recruit and train human resources to coordinate and perform the study. 4. To screen at least 200 potential study participants. 5. To perform the informed consent process as described in the protocol. 6. To collect study approved information and biological specimens, as described in the protocol 7. To label and keep specimens in adequate cold-chain conditions. 8. To maintain all forms with identifiers in a locked office at the site. 9. To prepare biologic specimens for shipments to NAMRU-6 in adequate cold-chain conditions. 10. To deliver to NAMRU-6 all specimens collected as part of the study, consent/assent documents, and all epidemiological forms, according to the activities listed. Shipments shall be quarterly. 11. To report laboratory results provided by NAMRU-6 to local health authorities. All activities must be carried out with the utmost adherence to all ethical and quality standards in order to minimize risk of performance slips and comply with appropriation of funds and expectations of the sponsor. It is the intent of NAMRU-6 to award this contract to the "Centro Nacional de Enfermedades Tropicales" (CENETROP) in Santa Cruz, Bolivia. CENETROP is a national research institution that has actively participated previously with NAMRU-6 in the search of arbovirus, Hantavirus, arenavirus, respiratory viruses and other emerging infections in Bolivia. It was funded in 1974 and is the main research institute in tropical medicine in Bolivia. Furthermore, CENETROP has the appropriate financial, human and technical resources, experience and organizational controls needed to accomplish study aims. Over the last 16 years of collaborative work with NAMRU-6, CENETROP has shown high professional standards, and produced impeccable research work only. This pre-solicitation is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
