Description
The U.S. Geological Survey intends to make a non-competitive award to Oregon State University., located Corvallis, OR 97331-8517 for PRISM Analytics ¿Digital Climate Grids. Purchase of 120 years of monthly high-resolution PRISM climate data to be delivered to Reston, VA within 30 days of award. There are no option periods. This is the only data set for these variables of this resolution that spans this length of time. The primary alternate data set, which would have resolution at 1km that is almost as good as PRISM ¿s 800m, is the DayMet data set from Oak Ridge National Laboratory. This data set however only extends back to 1980, which is insufficient for our research needs to reconstruct historical water availability. The PRISM data extends back to 1895. Some individual stations recording climate data extend far back in time (such as some of those listed in the Global Historical Climatology Network), but for our research needs we require spatially continuous estimates across the contiguous US, not point measurements of climate variables. Other data sets that extend this length back in time at the monthly timestep and are spatially continuous across the US have much coarser resolution. this research project requires (1) a data set that extends back through the 20th century, (2) the 800m resolution to significantly increase the current limiting resolution of our national water budgets and groundwater model from 4km to approach field-scale results that are very important to our stakeholders, and (3) the use of the complete set of climate variables available in this PRISM data set, there is no other data set available that is comparable to this particular data set in meeting these criteria. Therefore it would be in the best interest of the Government to award this contract to Oregon State University. In accordance with FAR 5.207, all responsible sources may submit a bid, proposal or quotation which shall be considered by the agency, however, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1).
