- World Trade Center Health Program - Data Centers Background: This is a SOURCES SOUGHT NOTICE to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) in accordance with FAR 7.104(d). The potential small business(es) will need to demonstrate their ability to provide data services to the WTC Health Program in a manner that is consistent with the requirements of the Zadroga Act as detailed below. Only capability statements submitted by small businesses in response to this Sources Sought Notice will be assessed. The services for this effort are categorized under NAICS code 518210, Data Processing, Hosting, and Related Services, with a SBA size standard of $32.5 million. History: On January 2, 2011, the President signed Public Law No. 111-347, the James Zadroga 9/11 Health and Compensation Act (Zadroga Act). Title I of the Zadroga Act amended the Public Health Service Act to add Title XXXIII establishing a new federal health care program called the "World Trade Center Health Program within the Department of Health and Human Services. See "James Zadroga 9/11 Health and Compensation Act of 2010," Public Law 111-347, as amended by Public Law 114-113 (codified at 42 U.S.C. §§ 300mm - 300mm-61). The Zadroga Act can be found at: http://uscode.house.gov/view.xhtml?req=granuleid%3AUSC-prelim-title42-chapter6A-subchapter31&edition=prelim. The WTC Health Program was established to provide care previously enrolled responders (FDNY and general responders) and affected community members (now called "WTC survivors"), and for newly enrolled responders and survivors. The Program has been structured through a series of contracts for Clinical Centers of Excellence (CCEs) and Data Centers (DCs). The CCEs are authorized to provide health screening or medical monitoring evaluation, diagnostic and treatment services for a limited number of qualifying conditions, social benefits counseling, and limited outreach activities. The DCs ensure standardization of medical and screening protocols, create medical diagnostic and treatment guidelines, collect, maintain and analyze data from standardized assessments in a uniform and quality manner, receive and analyze health care claims data, provide annual health surveillance reports, conduct analyses for program operational support and improvement, and supply approved datasets for peer-reviewed scientific research efforts. Additional secondary efforts include coordination activities in a manner to help facilitate transparency and collaboration of outreach and retention activities of the CCEs, in accordance with the WTC Health Program's overarching strategic plan for outreach and retention. Coordination activities shall be conducted in a manner to meet the needs of all CCEs and using a framework and point of contact established by NIOSH. On December 18, 2015, the Zadroga Act was amended to provide authority and funding for the WTC Health Program to continue through 2090. See Pub. L. 114-113 (Dec. 18, 2015), "Consolidated Appropriations Act, 2016," Div. O, Title III ("James Zadroga 9/11 Health and Compensation Reauthorization Act"). In the spring of 2011, CDC awarded a contract to provide operational support services to assist with the implementation of the WTC Health Program as defined by the Zadroga Act. A major function of this support contract was to process health care claims for services rendered by Program providers, route them for federal payment and communicate the specific payment details back to the rendering provider. A periodic extract of claims paid was then sent to the DC to represent the treatment data for assigned member cohorts. The WTC Health Program and vendors (CCEs, DCs, Support contractors) are engaged with stakeholders through formalized Steering Committees established under the Zadroga Act. The following shows current DCs and its corresponding CCE(s). Data Center: FDNY Contract : 200-2011-39378 Amount : $15,117,172.72 Member Cohort Served : WTC Responders affiliated with FDNY Corresponding CCEs : - Fire Department of the City of New York (FDNY; headquartered in Brooklyn with satellite centers at Brentwood, Fort Totten, Orange County, and Staten Island) Data Center: Icahn School of Medicine at Mount Sinai (MSSM) Contract : 200-2011-39377 Amount : $28,422,554.78 Member Cohort Served : WTC Responders, excluding those affiliated with FDNY Corresponding CCEs : - MSSM - Northwell Health System - New York University, Bellevue Hospital Center (NYU) - State University of New York, Stony Brook (SUNY) - Environmental and Occupational Health Sciences Institute at Rutgers University (EOHSI) Data Center: NYC Health + Hospitals (NYC HH) Contract : 200-2011-39379 Amount : $6,653,033.16 Member Cohort Served : WTC Survivors Corresponding CCEs : - NYC HH (Bellevue Hospital Center, Gouverneur Healthcare Services, and Elmhurst Hospital Center) Per 42 USC CHAPTER 6A, Section 300mm-4, contractors must respond to all the following points by indicating your experience and/or ability to provide the following services: (i) receiving, analyzing, and reporting to the WTC Program Administrator on data, in accordance with section 300mm-3 of this title, that have been collected and reported to such Data Centers by the corresponding Clinical Centers of Excellence under subsection (b)(1)(B)(iii); (ii) the development of monitoring, initial health evaluation, and treatment protocols, with respect to WTC-related health conditions; (iii) coordinating the outreach and retention activities conducted under paragraph (1)(B) by each corresponding Clinical Center of Excellence; (iv) establishing criteria for the credentialing of medical providers participating in the nationwide network under section 300mm-23 of this title; (v) coordinating and administering the activities of the WTC Health Program Steering Committees established under section 300mm-1(b) 1 of this title; and (vi) meeting periodically with the corresponding Clinical Centers of Excellence to obtain input on the analysis and reporting of data collected under clause (i) and on the development of monitoring, initial health evaluation, and treatment protocols under clause (ii). Teaming Arrangements: All teaming arrangements shall include the above-cited information and certifications for each entity on the proposed team. Teaming arrangements are encouraged. This is not an invitation for bid, request for proposal, or other solicitation and in no way obligates CDC to award a contract. The sole intent of this Sources Sought Notice is to obtain capabilities for set-aside and procurement planning purposes.
