****UPDATE 09/09/2016 - This solicitation was unable to generate any technically aceptable quotes, therefore this solicitaiton is being cancelled. ***** ****NOTE: Please see attached Combined Solicitation document for full details on requirement**** THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR PART 13. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89, effective July 14, 2016. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size of 1000 employees. This requirement is unrestricted and all interested offerors may submit a quotation. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to forest.crumpler@nist.gov. Questions should be received no later than 5 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) BACKGROUND INFORMATION The NIST Sensor Science Division is working on a project to make more accurate radiometric measurements of the light from the moon and certain standard stars than have ever been made before. These NIST measurements will then serve as standard calibration spectra for multiple stakeholders who in turn operate other satellite and astronomical instruments that periodically view the moon and the standard stars. For the success of the lunar and stellar irradiance project, NIST identified a need for spectrographs meeting stringent specifications while attempting to perform high-accuracy spectral irradiance measurements of standard stars, the moon, and the sun. The success of the lunar and stellar irradiance project will require a spectrograph with irradiance sensitivity and wavelength range. The lunar and stellar irradiance project needs to be able to measure at more limited wavelength range with better sensitivity. The spectrographs must also be able to be operated remotely using computer control, rather than interactive with an operator always at the controls. This requires that any software that controls the spectrographs be able to be controlled by other software that we have already developed for controlling generic spectrographs (LabVIEW) using the Microsoft Windows 7 operating system. We also require remote operation via computer and for the vendors to supply software drivers for their system so that their specific spectrograph software can be controlled by our more general software (LabVIEW). This acquisition is for two (2) Optical Array Spectrographs.
