- This is a Sources Sought Notice (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Albany, NY for the purpose of collecting information about Preventative Maintenance Services for the HVAC Controls at the VA Hospital in Syracuse, NY. The VA is seeking to provide for this requirement for base year plus four option years. The requirement is detailed in the Statement of Work section of this document. A Sources sought posting to GSA has revealed information that this procurement can only be met by one source. This Sources sought posting is a follow up to verify the given information that this system utilizes proprietary software or technology. (e) Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Anthony Murray at Anthony.Murray2@va.gov. - Contractors shall identify the NAICS code for the product being offered as well as their size status under said NAICS. This information will be used to determine the viability of a set aside for this requirement. The Government has identified the appropriate NAICS code to be 238220. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall include any relevant comments about the Attachment(s) if applicable. HVAC Controls Service Contract, Syracuse VAMC Statement of Work: A.Contractor shall provide 16 service hours per month of on-site service at the Syracuse VAMC, 800 Irving Avenue, Syracuse, NY. All work shall be performed during normal business hours, 0700-1700 hours, Monday through Friday. Work that must be performed after normal business hours should be coordinated with the Operations section work leader or Operations supervisor for generating a contract for this additional work. B.The service technician shall use a prioritized list provided by the Operations supervisor as their task list. This list will be kept in the Engineering Control Center (ECC) adjacent the Johnson Controls (JCI) workstation. When the list is complete, remaining hours shall be utilized to calibrate temperature, sensors and pressure sensors. A prioritized list of Air Handling Units (AHUs), Hot Water Stations, and Chilled Water Stations will be kept in the ECC. C.Provide emergency service to troubleshoot catastrophic HVAC control system failures where the failure causes widespread HVAC malfunctions or can interrupt surgeries or infection control systems. The contractor shall respond within 8 hours of an emergency service request. A separate purchase order will be generated for this work at the contract labor rates. D.The contractor shall provide service and support for the Johnson Controls system head end (aka ADX) and system software. The owner supplied laptop will also be kept up to date as software is released. This shall include a quarterly service of the ADX by a qualified computer technician. This shall include diagnostics and adjustments to improve speed and reliability of the system and shall provide Johnson Controls Metasys and CCT software upgrades to the latest version, both minor and major upgrades, within six (6) months of release. Hardware upgrades to the ADX to support software upgrades and repair of failed ADX hardware, shall be included in this contract. Perform database back-up monthly to service provider archives and a CD/DVD or thumb drive to be kept in the VA's Engineering Control Center (ECC). E.Where field hardware controller (NAE, FEC, DX-9100, etc) upgrades are necessary to support the software upgrades, or field hardware has failed, the contractor shall notify the medical center as soon as possible with a proposed resolution. F.For the duration of this contract, contractor shall provide customer access to Johnson Controls Field Support Center for customer technical support. G.The technicians may be provided an identification badge after being fingerprinted and background check performed. If provided, the badge must be worn at all times while working in the medical center. A lost or stolen badge shall be reported to the VA Police immediately. H.As a separate line item, contractor shall quote an hourly labor rate (determined by prevailing wage) to be applied to unscheduled or emergency maintenance to the Metasys controls. As an option, provide service for the Chiller Plant Optimization system (CPO-30) to deliver continued energy savings at Syracuse VAMC chiller plant through the following: I.Transparency of plant operation with a graphical display of equipment status, power usage, flow, temperatures, and tonnage of chilled water produced. J.Prompt and Accurate identification of source problems. K.Identification of solutions and follow-up with plant operations staff. L.Track all issues and service tickets to resolution within 7 days of notification. M.Regular, periodic reports on plant performance and efficiency, no less than monthly. Reports shall include: Operating Costs, KWH Used, Equivalent CO2 Emissions, Electrical Efficiency, Chiller KWH Usage, Optimization graphics, Money spent for Chiller and Cooling Tower Operations and Plant Statistics (Plant Efficiency, Average Plant Tonnage, Average Load, Total Ton Hours Produced of cooling, Chiller run time for each of six chillers). N.Reduction of plant drift by continual monitoring and alerting operations staff of issues through alarms, and continued optimization training for plant operations staff. O.Provide ROI analysis for proposed plant repairs or upgrades. P.Access to real-time plant performance data via the E3OS web portal. As a Web-based measurement, verification, and management SaaS, E3OS acts as a continuous feedback loop that provides real-time performance information so operators can quickly detect, diagnose and resolve HVAC system faults. In combination with Optimization Services, E3OS helps to maintain plant efficiency, and prevent performance degradation, thus delivering long-term savings.
