Description
Notice Type: Special Notice Synopsis: The U.S Geological Survey intends to make a non-competitive award to Thermo Electron North America LLC., located in West Palm Beach, FL for upgrade hardware for a Thermo Delta V Plus isotope-ratio mass spectrometer. The equipment is to be delivered and installed 120 Days After Receipt of Order. Delivery location is USGS, Reston, VA. There are no option periods. The U.S. Geological Survey Reston Stable Isotope Laboratory provides isotopic measurements for Water Science Centers and others in the U.S. Geological Survey. In 2012, the USGS purchased a Thermo Delta V Plus isotope-ratio mass spectrometer. In order to expand analytical capabilities of this instrument, the Thermo Delta V Plus isotope-ratio mass spectrometer (SN08744D ) needs a hardware upgrade. Specifically, it needs: (1) A dual-inlet gas introduction system for analyzing gases with bellows for the reference gas and the sample gas; with pumps for evacuating vacuum system; with automated control using the Thermo ISODAT data acquisition and control system. (2) A liquid sample introduction system for injecting liquid samples with all mounting brackets for TRACE GC Ultra (including SSL/PKD and PTV adapter nuts), syringe tools; with automated control using the Thermo ISODAT data acquisition and control system. (3) Installation to be performed by Thermo installation engineer. ThermoFisher ¿s equipment is required in order to maintain a continuity of the current equipment. The dual-inlet gas introduction system must be physically and electronically compatible with a Thermo Delta V Plus mass spectrometer, which is already in USGS inventory. ThermoFisher is the proprietary manufacturer of the equipment. Only one responsible source, Thermo Electron North America LLC, a subsidiary of ThermoFisher, is able to provide and install the equipment. The NAICS code is 334516. The size standard is 1000 employees. In accordance with FAR 5.207, all responsible sources may submit a bid, proposal or quotation which shall be considered by the agency, however, THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1). The anticipated award date of the contract is 09/13/2016. The anticipated contract will be firm fixed-price. A vendor must be registered at http://www.sam.gov to be awarded the contract.
