Description
The purpose of amendment one to the pre-solicitation notice is to clarify that the NAICS Code should be 334516 Analytical Laboratory Instrument Manufacturing. PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (U.S. EPA) Cincinnati Procurement Operations Division (CPOD) and Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Ground Water and Ecosystems Restoration Division The EPA/ORD/NRMRL/GWERD in Ada, Oklahoma has a requirement for a Scanning Electron Microscope (SEM) with capabilities to analyze samples for element composition using Dispersive X-ray Spectrometry. The minimum specifications for the Scanning Electron Microscope are as follows: 1) Low Vacuum Scanning Electron Microscope, low vacuum range 10 - 100 Pa. 2)Resolution: 4.0 nm at 20kV (High Vacuum); 5.0 nm at 20kV (Low Vacuum). 3)Magnification Range: 5X to 300,000X (4"x5" output). 4)Accelerating Voltage Range: 500 V to 30 kV. 5)High resolution digital acquisition up to 5120 x 3840 pixels. 6)Multiple live imaging modes, live image. 7)Pseudo color image processing. 8)Automated gun alignment and auto-bias with manual override. 9)Two-stage zoom condenser lens. 10) Everhart Thornley detector for secondary electron imaging. 11) Solid state backscattered electron detector. 12) Energy Dispersive Microanalysis System with Peltier cooled Silicon Drift Detector (SDD) and EDS Software (detection from Be to U; resolution 129 eV at Mn-Ka FWHM). An integrated and embedded, silicon drift type energy dispersive X-ray Spectrometer (EDS) shall be included. The EDS detector shall be fixed (non-retractable type) with an active detection area of at least 10mm2. This detector shall be Peltier cooled with no requirement for liquid nitrogen. 13)No requirement for liquid nitrogen. 14)Automatic qualitative and quantitative (ZAF corrected standard less quantification). 15)Chemical mapping, quantitative. 16)Data export as EMSA, BMP, or JPG format. 17)Large analytical chamber with ports. 18)Maximum sample size, 150 mm. 19)Fully automated vacuum sequencing 20)Turbo molecular pump and roughing pump. 21)Operating pressure of 10-4 Pa up to 100 Pa in low vacuum mode. 22)Microsoft Office on controlling computer. 23)Installation and proof of performance in customer's laboratory. 24)One year parts and labor warranty (begins with customer's first use of instrument). 25)User's course, including tuition and supplies for one person. 26)Installation. 27)Operator's manuals. 28)Eucentric goniometer stage, covering sample size up to 150 mm. 29)Sample navigation system to include CCD camera to capture and display color image of viewed sample/to be used stage navigation. 30)CCD camera power supply and easy to use X-Y stage motorization. 31)Equipped with infrared chamber scope with picture in picture display on PC. 32)Specimen holder kit (10 mm and 32 mm holders). 33) Multiple aperture adjustments. 34)Image control system to include: magnification, focus, brightness/contrast, and astigmatism correction. Joystick for sample movement. 35)The SEM shall have a compact design (Footprint of 150 cm x 120 cm) and should plug into any standard 110V circuit. 36)Technical support via the phone should be available at all times during the work week schedule. 37)On-location service should be provided within 48 hours for inoperable equipment, barring uncontrollable delays such as unavailability of public transportation, extreme weather, etc. 38)An uptime guarantee shall be 90% during warranty and full service contract times. 39)Operator training shall be unlimited and free of charge during warranty and full service contract times. In addition to the minimum specifications, the government may be willing to pay for the following features: 1)High-imaging performance at low-accelerating (3-5kV) voltage with no metal coating required. 2)Silicon Drift Detector type energy dispersive x-ray spectrometer (EDS), 30mm2. 3)Image Navigation Function which enables the operator to locate the observation target quickly by navigating the stage based on low magnification optical scope or digital camera image. Image formats needed: BMP, JPEG, and TIFF. 4)3-D Live Stereoscope Imaging generated by rapidly alternating the electron beam tilt angle to yield left and right parallax images. These images are then synchronized and observed directly with red and blue spectacles or a 3-D monitor. This acquisition is being conducted using full and open competition. It will be accomplished using FAR Part 12 and 13 Procedures. The EPA anticipates awarding a single fixed price purchase order. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. OFFERS WILL NOT BE ACCEPTED UNTIL THE SOLICITATION IS ISSUED THROUGH FEDCONNECT. The request for quotation is anticipated for release on or about September 26, 2016 and will be made available through FedConnect at www.fedconnect.net.
