Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB), plans to procure, on a sole source basis, services for the linkage of study populations to two state cancer registries, from Health Core, Inc., 123 Justison St, STE 200, Wilmington, DE 19801-5365. The response close date of the notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1); and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541990 and the business size standard is $15 million. The period of performance shall be 12 months from the date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. Contractor Requirements The Contractor shall: -­ Ensure IRB approvals are active throughout the contract lifespan, and extend these if necessary. ­- Ensure Data Sharing Agreements (DSA) with NCI are active throughout the contract lifespan, and extend these if necessary. ­- Prepare and submit applications for linkage of defined HIRD study populations to two state cancer registries, as directed by NCI ­- Prepare and coordinate with two state cancer registries' files to identify HIRD study populations. ­- Process and clean data for the creation of a validation analytic file. ­- Provide assistance and expertise on HIRD data access, population selection and aid interpretation of study results. ­- Participate in monthly conference calls (more regular if needed) to ensure adequate progress, and provide assistance and expertise from Health Core Integrated Research Database (HIRD); in order to assist NCI researchers with the data access and population selection issues. The Government shall: - Provide Contractor with codes to run on the HIRD Total Researchable Population - Set-up monthly teleconference calls (more regular as needed) to ensure continued progress and problem-solving All work performed under the subject order shall take place at the Contractor's facility. Inspection and Acceptance Criteria The Government's technical point of contact shall be responsible for performing final inspection and acceptance of all deliverables. Deliverables shall be reviewed and returned for corrective action, if necessary, within 30 days. Corrected action is expected within 30 days of the date of inspection. The criteria for acceptance include high quality data and outputs, that there is no essential variable missing for more than 30% of individuals expected to have such, and that the analysis and materials for dissemination are of satisfactory quality to both the journal manuscript reviewers and the Government's technical point of contact. Deliverables - Copies of completed and submitted state cancer registry applications (3 months after award) - Secure access via Citrix Server to study dataset which will include anonymized state cancer registry information for all HIRD study population individuals (6 months after award) - Provision of all results from the NCI analytic code being ran on the study population as required for the Government's technical point of contact to draft the primary manuscript suitable for publication in a scientific journal (12 months after award) Unique Qualifications of the Contractor Health Core, Inc. previously enabled the DCEG to conduct an analysis of testosterone supplementation prescription and prostate cancer risks. DCEG now requires the linkage of study populations to two state cancer registries so that DCEG can verify cancer diagnoses and gain additional information on these malignancies, such as stage and grade. This information will enable vital validation analyses to be conducted to demonstrate the reliability of DCEG's initial study. The cancer registry data will corroborate the cancer diagnoses and enable additional investigations using date of cancer diagnosis, cancer grade (Gleason score) and cancer stage. These additional investigations will provide a validation of DCEG's original study; enhance the robustness of DCEG's results; and provide for an increased understand and interpretation of whether testosterone supplementation alters the risk of developing prostate cancer. These validation analyses directly follow DCEG's original investigation in HIRD and consistency with previous results is vital. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 AM EST, on September 15, 2016. All responses and questions must be via email to Contracting Officer, Megan Kisamore, at megan.kisamore@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered and have valid certification through SAM.GOV and have Representations and Certifications filled out.
