SOUCES SOUGHT SYNOPSIS ONLY This is a sources sought announcement ONLY and is NOT a request for proposals or quotes. This notice is neither a request for competitive proposal or solicitation of offerors. This notice is to assist the VA in determining sources, reviewing commercial terms and conditions and ensuring a best value to the Government. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from this response. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not represent a commitment by the Government to pay for costs incurred in the preparation and submission of information or any other costs incurred as a response to this announcement. Inquiries will only be accepted in writing via email to Rebecca.Gloria@va.gov no later than Wednesday, September 14, 2016. The purpose of this request is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, service disabled veteran owned small business, or large business) relative to NACIS 812332. Size standard is currently $38.5 Million. The Department of Veterans Affairs, Network Contracting Office 22, is seeking sources for a potential contract for the VA San Diego Healthcare System (VASDHS) in developing and implementing a required five-year plan as mandated in under 40 CFR 112 "Oil Pollution Prevention and Response", 40 CFR 122 -National Pollution Discharge Elimination System Regulations, City of San Diego Municipal Code, Chapter 04, Article 03, Division 03 (Municipal Code §43.0301.- §43.0312) and Stormwater Management and Discharge Control, California Stormwater Quality Association (CASQA) Best Management Practice Handbook and The State's "Water Resources Control Board Resolution No. 2012-0056". The contractor will conduct a a site survey, labeling all storm drains and conduct field sampling of stormwater run-off areas and surface areas they may oppose an environmental Stormwater concern within the VASDHS property. Develop a maintenance plan for the current storm drain system, including inspections, system monitoring, and corrective actions. Contractor shall enact and apply necessary measures to correct all noted deficiencies. Contractor shall be licensed, and shall be a Qualified Stormwater Management Plan Developer. The intended contract period will be for one (1) base year and one (4) one year option periods.
