Peters (JJP) VAMC, 180 Day Accumulation Areas for Bldg 100 and 105 Rooms GC-34 and 1F-28 QUALIFICATIONS To be considered for this contract, the prospective bidder must provide experienced chemists to conduct the actual on-site lab pack of hazardous waste for the 180-day accumulation areas located in Building 100, Room GC-34 and Building 105, Room 1F-28. This is a one-time lab pack and pickup of hazardous, non-hazardous, pharmaceutical and universal wastes. Work does not include asbestos, radiological wastes, mixed wastes. Work to include lab packing of waste in all flammable liquid storage cabinets, acid and base cabinets, pharmaceutical waste, universal wastes and chemotherapy waste. Work will also include recycling of mercury containing wastes stored in the 180 day accumulation areas that have been identified above, in accordance with the EPA Universal Waste Rule and filing of c7 exemptions. Decanting and decontamination of fixer-develop equipment and lab packing of that waste. The lab pack will be done in accordance with all Federal, State and Local regulations covering the management, segregation, packaging, transport and disposal of hazardous waste. The prospective contractor will provide documentation of their EPA identification number, copies of all licenses and insurance, Department of Transportation registration/permit for all vehicles that will transport the waste from the Medical Center and names and address of all Temporary Storage Disposal Facility (TSDF) that will receive these wastes according to hazard class from prospective contractor, including copies of EPA identification numbers, licenses and insurance from each TSDF receiving waste from prospective contractor. Qualifications: 1. Prospective bidder must be able to demonstrate a minimum of 7 years of experience in environmental health and safety with specific experience in designing/completing lab packs of chemicals with industry specific knowledge of segregation of chemicals according to chemical and hazard class; industry specific knowledge of the applicable parts of EPA Resource Conservation Recovery Act, Subtitle C and NYS DEC 6 NYCRR Parts 370-374 covering hazardous waste management, manifesting and land disposal restrictions; knowledge of the EPA Universal Waste Rule found in 40 CFR Part 273 for recycling of Universal Wastes such as mercury that may be encountered in this lab pack; industry specific knowledge of Department of Transportation (DOT) regulations found in 49 CFR Part 172 for proper packing and transport of hazardous waste. In addition, prospective bidder must have a minimum of 10 years of healthcare pharmaceutical waste management experience. 2. The prospective bidder must have performed at least 15 lab packs of similar size and scope in New York State. 3. The prospective bidder must provide a written OSHA health and safety plan for their workers (team) that will be assigned to this lab pack and provide all personal protective equipment for these team members. 4. The prospective bidder must provide 3 to 5 team members (2 chemists minimum) per day and based on the work to be performed on that day. The lab pack needs to be completed within a 2 working day period and conducted between normal working hours of 8am to 4:30pm. 5. The prospective bidder must provide all supplies and materials for proper segregation and packing of hazardous waste, to include supplies for spill control. GENERAL DESCRIPTION OF WORK Provide lab pack services to include collection of all chemicals from the 180 day accumulation area in Building 100, Room GC-34 and Building 105, Room 1F-28 of the James J. Peters VA Medical Center, and which are stored in flammable liquid storage cabinets, acid and base cabinets and chemotherapy waste containers and filters stored on pallets and perform characterization of unknown waste streams if encountered and consolidate into a working area for subsequent lab packing; segregation of all chemicals by compatibility according to hazard and class; packaging of chemical waste by compatibility into DOT approved containers and packing material; recycle all mercury containing wastes stored in the 180 day accumulation areas in accordance with the EPA Universal Waste Rule; complete and provide Medical Center with signed copies of all paperwork in accordance with applicable regulations (packing slips, manifests, labels, hazardous waste profiles, land disposal restrictions); load DOT licensed and insured vehicle with properly containerized and labeled waste containers and transport hazardous waste to appropriate disposal facilities; complete and submit c7 scrap metal exemptions, if applicable for any universal waste for recycling and manifests to the NYS Department of Environmental Conservation; Toxicity Characteristic Leaching Procedure (TCLP) analysis for lead foil and report of results to Generator; decontamination of fixer-developer unit and lab packing of fixer developer wastes from unit; submission of completed manifests for signature by Generator representative at conclusion of the lab pack job with the exception if lab pack takes more than 1 day to submit a completed manifest for Generator signature if that day's wastes will be transported from the Medical Center or else at conclusion of the job and; timely submission of Temporary Storage Disposal Facility (TSDF) copy of manifest(s) bearing signature of Generator representative to NYS Department of Environmental Conservation. Work does not include use or storage of VA sensitive information. Work does not include lab packing of Biohazardous or radioactive waste or DEA controlled substances. Any DEA controlled substances encountered should be brought to the attention of the COTR so the Safety Department can route it for proper disposal. Work will also include written documentation at the conclusion of the job, prior to departure of hazardous and any universal wastes from the Medical Center. Specifically completed documentation for our environmental records will be provided to the GEMS Coordinator for signature of all hazardous waste manifests (completed Generator copy will be provided to GEMS Coordinator, bills of lading for non-hazardous and universal waste, packing slips, land disposal restrictions, hazardous waste profiles and materials inventory sheets prior to departure of properly packaged and labeled wastes from the Medical Center. Work also includes submission of manifests to the NYS Department of Environmental Conservation by Prospective bidder.
