Description
GENERAL INFORMATION: The U.S. Fish and Wildlife Service (USFWS) - Contracting and General Services (CGS) Region 1, located at 911 NE 11th Avenue; Portland, OR 97232, is issuing a Presolicitation Notice for Invasive Weed Treatment for Cold Springs and McKay Creek National Wildlife Refuges (NWR) - Umatilla County, OR. THE WORK CONSISTS OF (Refer to the Performance Work Statement for Additional Information): - Contractor shall provide adequate personnel for the purposes of loading, moving and dispersing of chemicals, water and equipment in-and-around the worksite. All personnel and equipment shall be appropriately licensed and certified as appropriate for the work to be performed. - Work may require mowing equipment to access the worksite, as well as special handling equipment, including but not limited to a forklift, pallet jack or water truck. Contractor shall be responsible for providing fuel, safety items, spill response kits and personnel subsistence needs to perform the work. Contractor shall be responsible for checking all worksites for hazards of any type which could impact their ability to accomplish the project. - Contractor must be able to recognize and distinguish invasive species from native vegetation. Contractor shall select appropriate treatments to avoid unnecessary damage to native habitats. - To treat weeds, contractor shall furnish and apply Milestone ® Herbicide (Manufactured by Dow AgroSciences; EPA Registration # 62719-519) at a rate of 7 fluid ounces / acre, Weedestroy ® AM-40 Amine Salt Herbicide (Manufactured by Nufarm; EPA Registration # 228-145), or equivalent, at a rate of 32 ounces / acre, and other adjuvants at appropriate label-identified rates. - Contractor shall document all treatments in accordance with State regulations. Documentation shall include the following: a. Pre and post-treatment maps of the treated sites; b. Treatment logs for all treatments (including mowing); and c. GPS documentation for all spot treatment locations. EVALUATION (Refer to FAR Provision 52.212-2 for Additional Information): The Government will award a contract resulting from this solicitation to the responsive offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be sued to evaluate offers: - Offerors shall submit a copy of their Oregon Department of Agriculture Pesticide Applicators License. License shall be current (i.e. not expired) to be considered. - Offerors shall provide documentation on at least one (1) project involving invasive weed treatment of at least 30 acres. Project shall have involved weed treatment on uneven terrain. Project shall have been completed within the past five (5) years, can be ongoing (but at least 25% complete), and does not have to be a Government contract to be considered. - Offerors shall provide at least one (1) copy of a pre and post-treatment map which they had created on a previous invasive weed treatment contract. Maps shall have been created using GPS technology. Maps shall indicate GPS documentation for spot treatment locations. - If providing an alternative to Weedestroy ® AM-40 Amine Salt Herbicide, offerors shall provide technical specifications which demonstrate that their proposed alternative meets the minimum requirements of Paragraph 4.5 of the performance work statement. SITE VISIT (Refer to FAR Provision 52.237-1 for Additional Information): Offerors are urged and expected to inspect the site where the work will be performed. An organized site visit has been scheduled for September 08, 2016 at 10:00 AM (PDT). Location of the site visit will be determined one day prior to the site visit. In order to participate in the site visit, you must email the Contracting Officer, Mr. Michael Stearns (michael_stearns@fws.gov) and Technical POC, Mr. Lamont Glass (lamont_glass@fws.gov), and provide the following information for each attendee: - Name of company; - Name and title; and - Phone number and email address. Minimum information, listed above, must be provided by September 07, 2016 at 10:00 AM (PDT). Anyone not on the approved list prior to the start time of the site visit may not be allowed to participate. DATES, SET-ASIDE INFORMATION AND GOVERNMENT POC: The solicitation, specifications and other attachments will be available for download on FedConnect (http://www.fedconnect.net) on or about September 06, 2016, with an anticipated quote due date of September 19, 2016. In order to view these documents, prospective offerors shall go to FedConnect and click on Search Public Opportunities Only. From there, change the Search Criteria dropdown menu to Reference Number, type the solicitation number into the adjacent text box and click on Search. The anticipated award date will be on or about September 20, 2016. The base period of performance of the resulting contract will be approximately from October 01, 2016 to July 31, 2017. Contract will include four optional periods, which will carry out the service thru July 31, 2021. This is an 100% small business set-aside procurement. The applicable NAICS code is 561730 (Landscaping Services) with a small business size standard of $7.5 Million. All responsible sources may submit a quotation which shall be considered by the Government. Requests for information (RFI) may be submitted to the contracting officer no later than three (3) business days prior to the closing date of the solicitation. Questions submitted after the cutoff will not be accepted by the contracting officer.
