Description
Request for Information Requirement: The National Guard Bureau intends to add additional work to the requirement of the Joint Services Support Portal. This requirement was/is a set aside 8(a) Firms IAW (FAR Part 19.8) This is a Request for Information (RFI) For Planning Purposes Only and is Not a Notice of Solicitation Issuance. Response to this RFI is strictly voluntary and will not affect any corporation's ability to submit an offer if and when a solicitation is released. There is NO bid package or solicitation document associated with this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of contractors' information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The National Guard Bureau (NGB) Systems & IT Branch on behalf of its National Guard Installations across the CONUS and surrounding territories is seeking information about potential sources interested and capable of providing services under North American Industry Classification System (NAICS) code 541511, Custom Computer Programming Services and 561920, Convention and Trade Show Organizers. This RFI constitutes a market research tool for the collection and analyses of information to determine the capabilities and capacity of contractors for the Joint Services Support (JSS) System, in accordance with DFARS PGI 206.302-1(d). The NAICS 541511, Custom Computer Programming Services industry comprises establishments primarily engaged in one or more of the following: Applications software programming services, custom computer, Computer programming services, custom, Software analysis and design services, custom computer, and Web (i.e., Internet) page design services, custom. The NAICS 561920, Convention and Trade Show Organizers industry comprises establishments primarily engaged in one or more of the following: Convention organizers, Convention services, Managers, convention, and Promoters of conventions with or without facilities. Background: Guard and Reserve Service members and their Families face a variety of issues and challenges, while meeting the requirements of their military commitment. They require information and resources, not readily available to them due to their geographical dispersion, to assist them in managing these unique challenges and circumstances during sustainment operations and especially while deployed or mobilized. To assist in providing this much needed information and/or access to national and local resources, the National Guard established a "one stop shop" known as the Joint Services Support (JSS) system. This system is the main portal to support a multitude of programs that provide specific services to this unique Guard and Reserve community. While the legislatively mandated Yellow Ribbon Reintegration Program was the catalyst for launching JSS, as new and emerging requirements became apparent, JSS became a system that now provides these services and information for numerous programs. Like YRRP, some of these programs are mandated, either by law or policy, to provide information and/or collect data, and some have seen the validity of what the system can provide and are using its capabilities to reach a wide and diverse audience. 2. Description: The requirement consists of the hosting, ongoing maintenance, training and continued development of the Joint Services Support Portal and its constituent modules, including sites for the following: Yellow Ribbon Reintegration Program, Employer Support of the Guard and Reserve Program, National Guard Family Program, Financial Management Awareness Program, Psychological Health Program, Transition Assistance Program, and Joining Community Forces. 3. JSS System Maintenance - Following server software maintenance, maintenance of JSS system including its applications to ensure continued compatibility, and continued compliance of baseline information assurance (I.A.) controls. JSS system software operates on top of server software, and requires more frequent change control, maintenance, and information assurance testing due to higher frequency and occurrence of customer requests and new requirements enabled by agile software development practices. These changes must go through the same change-control process as in order to ensure problem- free operation as well as continued mandatory compliance with government processes such as the DIACAP. 4. EventPLUS Requirements to Become a Standalone System a. Additional requirements for the EventPLUS system and ability to function as a standalone event-planning platform. b. The goal for EventPLUS is to become a standalone system, no longer dependent upon the Joint Services Support (JSS) enclave for any features or technology support. Additionally, with the start of the new agreement in March 2014 all new features and technology required will be developed within the EventPLUS online event management system and shared with the JSS enclave. All current capabilities now held within the JSS enclave used by EventPLUS to support the Reserve Component's Yellow Ribbon Reintegration Program (YRRP) events will be transitioned to the EventPLUS system so there is no future dependency on the JSS enclave. This transition will take place during the initial one year and subsequent options if exercised. The final transition schedule will be determined once the required courses of action (COA) are completed, reviewed by the Center for Excellence (CfE) and approved. The decoupling will be broken into 4 phases with the compliance and standalone security requirements being done last as needed by the CfE. c. NGB requires a contractor who can support the different phases including detailed document breaking down each requirement to complete the task of separating EventPLUS from the JSS enclave. At this point the two systems will still be sharing technologies and features but all new additions to the event side of the requirement will be developed and housed on the EventPLUS portal. d. The main objective is for both systems to work independently from one another but remain within a single enclave to remain compliant and within regulation. e. Maintenance of the two systems (JSS and EventPLUS); all compliance requirements including but not limited to DIACAP, PIA, SORN, DITPR, ITRCB, IRB and including any new or changed requirements needed to make EventPLUS a sole and separate standalone event planning system will be initiated. 5. Additional Functionality a. Employer Support of the Guard and Reserve (ESGR) - The contractor shall host, administer, maintain and update an automated IT system and associated requirements. The automated IT system shall validate attendance, track event activity to include phase, track, location and dates for all Reserve Components. The contractor shall maintain the capability for both automated and manual collection of all Employer Support of the Guard and Reserve (ESGR) activities and events, and events facilitated by the Employment Initiative Program (EIP). b. Strong Bonds - Event Creation. System shall support Strong Bonds event request workflow to include initiation of event requests from unit ministry teams (UMTs), approvals at applicable Command levels, and authorization of funding. Capability shall exist to create, delete, and transfer single or multiple events. The system must also be capable of budget tracking, content management, registration/ attendee management, standardized reports, surveys/evaluations, a Strong Bonds portal, public and ?Government site interfaces, training and change management. c. Knowledge Management - Responsible for providing technical support for the National Guard Joint Staff SharePoint environment and other online collaboration environments within the National Guard, including assessment and implementation of new capabilities. Responsible for the creation and maintenance of the organizations SharePoint sites, to include managing user permissions, creating new spaces, ensuring accuracy, and updating information on the sites. d. Building Healthy Military Communities (BHMC): Provide an MS SQL database to store non-PII measures data, hosted on an accredited DoD enclave, which can be accessed and managed remotely over the Internet. Design, deploy, test a proof-of-concept, implement, and maintain a solution which can provide an AWS-GovCloud-hosted and securely exposed SQL Server 2014 Standard instance (software-as-a-service). Solution must support a BHMC team (approx. 6 users) to securely access a vendor-hosted SQL Server via SQL Server Management Studio (or any other tool that can speak/support the same TDS protocol - ex. ADO.NET). The client-side (i.e. BHMC team) environment will not require any additional configuration, setup, or privileges in order to establish a SQL Server connection. 6. Instructions to Respondents: •· Interested firms having the capabilities necessary to meet or exceed all aspects of NAICS code 541511, Custom Computer Programming Services and 561920, Convention and Trade Show Organizers at CONUS locations as well as, other surrounding territories, may submit answers to questions below and/or capabilities statement packages? •· A transmittal letter shall include: •o Name and address of the company •o Company's business size status (i.e Section 8(a)); •· A point-of-contact to include phone number, fax number, and email address. In addition, please provide affiliate information: parent company, joint venture partners, and potential teaming partners. This RFI is for planning purposes and is not to be construed as a commitment by the NGB to pay for information submitted in response to this request. Respondents will not be notified of the results of the market analysis and debriefings will not be available. Results of the market research will be used to satisfy 10, 19 and other applicable parts of the Federal Acquisition Regulation (FAR), DFARS and associated directives and guidance. Specifically, the results of the research will be used to analyze, evaluate, determined and document the capabilities and capacity of contractors to provide services as described in the Scope of Services. The information gathered may be used by the Government in a variety of ways such as to document formal acquisition plans, benefit and cost-type determination and justifications, and to determine industry best practices, technical and acquisition approaches. The Government requests comments from interested parties to the following questions: •1. Would you be interested in submitting a proposal considering the anticipated scope of work items? If not, why? •2. Do you have sufficient experience in the anticipated scope items that would allow the evaluator to assess your capability? If not, please explain. •3. What maximum annual capacity of work can your firm reasonably manage while assuring effective program/project implementation and maintaining quality products? Provide any relevant information that demonstrates the ability to manage, execute and administer a project with several task orders located in multiple regions of the CONUS? •4. Have commercial procedures been used to complete any or all of the scope of services described above? •5. Do you have a current DCAA audit? If applicable... •6. Do you have previous experience with the stated product or service? •7. Do you have a project management and cost tracking system in place that can accommodate both routine task order work as well as undefined response actions that may be added any time during the field effort? •8. If you are a small business, would you consider submitting a proposal as a prime contractor? •9. Would you participate in this acquisition with other firms as teaming members or joint ventures? What other teaming opportunities do you see for this acquisition? •10. For small business consideration, would your firm be able to compete under a different NAICS? •11. What is the normal length of a contract for the product or service previously/currently worked? •12. If applicable, have performance based services been used for those services previously/currently worked? If so, how did regulatory standards affect metrics? Where incentives used? What kinds of performance assessment methods are commonly used? •13. Do you have any other comments or suggestions that you would like to share with us?
