Laydays commence 23 September 2016 and cancel 25 September 2016. The period of performance will be one voyage. (17) Place of Contract Performance: Load: Sitra, Bahrain and Discharge: Salalah, Oman, Doraleh, Djibouti, and Diego Garcia. (18) Set-aside status: Unrestricted. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. (19) The decision to release this solicitation on an "Unrestricted" basis is based on the fact that all work will be done outside the United States and its outlying areas. SBA Representative agrees with this decision.
