- Notice of Proposed Contract Action (NOCA) for Theater Battle Management Core Systems Force Level (TBMCS FL) Contract Number: FA8730-16-C-0028: This announcement constitutes a Notice of Proposed Contract Action for 6 additional 12 month options for maintenance and cybersecurity for the TBMCS program. The program objectives are to modify, test and field a product that addresses all product baseline End of Life (EoL)/End of Service (EoS) issues no later than one year from contract award to meet the Air Operations Command Weapon System (AOS WS) Out of Cycle RE 13-X event. The authority for the anticipated modification is 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1(a) 'Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.' Interested persons may identify their interest and capability to respond to this requirement within 15 days of this publication. The Government will not pay for any information received in response to this notice nor pay for any costs affiliated with developing or delivering a response. This notice is not a Request for Proposals, nor does it restrict the Government as to the ultimate acquisition approach. This notice is not a commitment from the Government.
