Description

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with the Breathitt County (Kentucky) Water District to extend a water line to provide the National Weather Service (NWS) Weather Forecast Office (WFO) located in Jackson, Kentucky. A Sources Sought notice was posted on the Federal Business Opportunities (FBO) website on August 22, 2016 and closed on September 5, 2016. No responses were received. Justification for Sole Source The Breathitt County, Kentucky Water District has been identified as the only known qualified source that can provide the needed services because the Breathitt County Water district owns the water lines that this project will connect as well as supplying the water which will flow through the newly installed water line and hydropneumatic pump station and will provide routine maintenance to maintain the new water line.
