- This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334412 with a small business size standard of 750 employees. AFRL requires a purchase of seven (7) different, custom designed circuit boards consisting of the following: Index Board design Quantity Bill of materials 1 Connector board 10 no 2 Breakout board 5 no 3 DDS-AD9912_r5 20 yes 4 RF-Switch_Voltage_Board 20 no 5 MonoliticDAC_v3d 5 yes 6 OpalKellyIonControlBoxFanout_v2e 5 yes 7 Monolithic_RC_Filterboard_v1 15 yes The Government intends to negotiate a sole source contract with: Advanced Circuits | www.4pcb.com 21101 E. 32nd Pkwy. Aurora, CO Chrystina Hollinger (Sales Associate) 1.800.979.4722 (ext1368) chollinger@4pcb.com The Government has determined that Advanced Circuits is the only company that can deliver all the technical requirements for the design of these PCB boards that will meet the needs for this project. The project is performed in an ultrahigh vacuum environment and due to the high density of electrical leads, the breakout boards included are essential to achieve the high density of connections while maintaining the ultrahigh vacuum. No substitution was found to be compatible. This project needs these requires these specific PCB boards or there would be substantial schedule disruption and technical capability degradation. Therefore, it has been determined that award to any other source would result in the Government experiencing a substantial duplication in cost that would not be expected to be recovered through competition. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to jennifer.calandra-willson@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 27 September 2016. A Sole Source Justification will be attached to the subsequent Notice of Award.
