Hangar 5 Audio Visual (AV) Installation Contracting Office Address 94 CONF/LGC 1538 Atlantic Avenue Dobbins ARB GA 30069-4824 Description SOURCES SOUGHT NOTICE Hangar 5 Audio Visual (AV) Installation INTRODUCTION The U.S. Air Force (USAF) at the Dobbins ARB, Georgia 30069 is seeking capability statements from all interested parties, including Large, Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Economically Disadvantaged Woman Owned Small Business (EDWOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), and Historically Underutilized Business Zone (HUBZone) businesses for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Hangar 5 Audio Visual (AV) Installation at Dobbins ARB, Georgia 30069. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. The North American Industry Classification System (NAICS) code for this procurement is 334310, title "Amplifiers (e.g., auto, home, musical instrument, public address) manufacturing", with a size standard of 750 employees. Estimated award date for this contract is September 2016. Estimated award amount is between $25,000 and $100,000. SCOPE OF WORK Dobbins ARB, GA, requires the following technical items engineered, furnished, installed, and tested (EFI&T) for Hanger 5 Bay: a. WUXGA video projector system, minimum 12,000 Lumen slim line projector with 5000:1 ratio to accommodate clear viewing from all areas of the Hanger bay. All wiring for both projector audio and video control through a Government provided laptop. Wiring shall include HDMI, VGA, and Audio Hybrid. b. Motorized theater grade projection screen with approximate diagonal image area 335" (177"x 284") 16:10 Format, with tension Matt White Surface. Screen shall accommodate the Hanger bay size for screen visibility and clarity. Screen control and input controls shall be wall mounted. c. Portable Smart Display Monitor with roll around mount. Size shall be a minimum of 49" diagonal for use in front and below existing stage. Monitor shall display same/mirrored image of on stage presentation. d. Install all devices per locations identified in Drawings #1 & #2. The contractor shall deliver a turnkey system. The contractor shall provide accurate wiring diagrams, block diagrams, new floor plan layout, and/or schematics for all newly installed audiovisual equipment and corresponding hardware to show actual configuration and connectivity. Cables shall be physically labeled at interface points for clear identification. In addition, contractor shall use applicable standard installation practices to include Association for Audiovisual & Education Technology Management Audio Visual Standards, Rural Utilities Service Standards for all cable runs and cable management. The acceptance test shall be conducted by the contractor's personnel and witnessed by a member of the Base Communications Systems Officer (CSO) staff or designated representative. If the results of the test are unacceptable, the contractor shall have fifteen (15) business days to satisfactorily demonstrate an acceptable, operational system. The contractor shall conduct on-site training for government personnel. This training shall cover basic system operation and controls, and shall include hands-on demonstration of all available system input and output sources (video/audio, standalone applications, and external PC inputs) and output destinations. Installation procedures and work performed shall be in compliance with the latest version of the National Electric code, industry standards for audio visual facilities, and local building codes. TIA/EIA 568B standards shall be utilized for all LAN connections. Proposed installer personnel must be trained and qualified to perform the installation services described in preceding paragraphs. In addition, a minimum of one installation technician and/or responsible project manager shall be certified in installation and have a minimum of a CST certificate. WARRANTIES The contractor shall submit Original Equipment Manufacture (OEM) warranties of the equipment manufacturers and identify the government as benefactor. The contractor shall guarantee his design and workmanship for a minimum of one year -- to include system functionality, cable connections, and general workmanship -- from final acceptance by the government. Equipment documentation shall be provided to the government and include interface block diagrams, cable block diagrams, room layout drawings, operations and maintenance manuals, and a serialized listing of all equipment items. CONTRACTOR MAINTENANCE SUPPORT The contractor shall provide a minimum of a year maintenance agreement that includes preventive maintenance, unscheduled, emergency field repairs, and technical support (telephone). All maintenance support shall be provided by a trained technician from the service provider, no subcontracting of work is allowed. Service provider shall provide 1 hour phone response time with 4 hour onsite response. OBJECTIVES The Contractor shall provide all hardware and software necessary to EFI&T the requirements listed in paragraphs above. The Contractor shall coordinate work schedules, service interruptions, and installation/cutover of hardware and software with the CSO or designated representative to ensure minimal service disruption. The contractor shall propose the replacement of any discontinued/unsupportable equipment. If service interruption is not acceptable by the CSO, the contractor shall provide the engineering, tools and material required for temporary service while the installation occurs. STANDARDS Contractor is responsible to obtain and abide by all referenced information to work performed. OTHER REQUIREMENTS The Contractor shall: Provide and install all necessary equipment and hardware to support turnkey operation. (Ground bar, power cables, grey/house cables, cable racks, relay racks, lugs, nuts, tie- wrap, etc.) Utilize the existing Government resources (power, ceiling tiles, and other hardware) to a maximum extent practical. Submit with the proposal a detailed plan including sequence of actions and activities for the relocation, installation, and system cutover. Provide updated drawing records and submit to the Government after project completion. Drawings will be completed in VISIO and/or AUTOCAD formats. The updated drawing shall include the correction of any deficiency of the existing records that found by the Contractor. Contractor shall perform area clean up during and after completion of construction work at all system equipment locations. The Contractor shall restore back to original condition of any construction work locations. GOVERNMENT SUPPORT: Provide current floor plan for use by contractor. Provide minor structural modifications, if necessary, to make room for motorized projector screen. The Government assumes no responsibility for the accuracy of these records that will be provided for information only. The records may be slightly different by the time of installation. The Government will provide support for site access, site maps, and escorts in a timely manner, as required. SECURITY & SAFETY: Security: The contractor shall coordinate with 94 Contracting Flight to obtain temporary badges and vehicle registrations. Contractor personnel shall comply with established security procedures for entering an installation and its facilities, including special security procedures for entry to restricted or controlled areas. Safety: The contractor shall comply with all local safety regulations and procedures in effect on-site. Contractor Work Hours: Work hours are from 7:30 AM to 4:00 PM on weekdays, excluding all Federal holidays. NOTE: All work scheduling that deviates from normal workdays as previously stated must be coordinated with Dobbins ARB Contracting Office at least 5 workdays in advance. Deliverables: Deliverable Title Site Survey Report Test Procedures Integrated Master Schedule As-built Engineering Drawings CAPABILITY STATEMENT It is requested that interested business firms having the capabilities necessary to meet or exceed all aspects of the effort described herein, submit to the contracting office a capabilities statement demonstrating ability to perform the services listed above. The capability package shall be no more than ten (5) pages in length and printed in not smaller than 12 point type. The capabilities statement will consist of a: 1 page cover sheet referencing Source Sought Notice "FA6703_Hangar_5_Audio_Visual_Installation", Capabilities Statement - "Hangar 5 Audio Visual (AV) Installation". And; Four (4) pages discussing: 1. Company Name, DUNS Number, Address, Description of Principal Business Activity, Primary Point of Contact (E-mail address and phone number). 2. Business size and number of employees. Specifically state whether your firm is a large or small business in NAICS Code 334310. Description of principal business activity; number of employees; and specifically identify if you are a HUBZone small business, a service-disabled veteran owned small business, an economically disadvantaged woman-owned small business, or an 8(a) small business. 3. Financial Capability - Provide bonding capacity of your firm and the most current Balance Sheet and Income Statement, and the firm's average annual revenue for the past 3 years. 4. Experience - Provide the number of years in business and listing of relevant work performed in the previous 3 years. Remaining pages can be used to further elaborate on experience.
