- RFQ SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. This solicitation number HSBP1016Q0177 is issued as a request for quotations (RFQ) for Planning, Program Analysis and Evaluation (PPAE) Support Services. Refer to the attached Statement of Work (SOW) for further requirement details. The solicitation document and incorporated provisions and clause are those in effect through Federal Acquisition Circular (FAC) 2005-83. This procurement shall be women owned small business (WOSB) set-aside. All qualified, responsible Offerors may submit an offer that shall be considered by the agency. Offerors are advised that they are responsible for obtaining amendments. The resulting contract shall be awarded to the Offeror who provides the lowest price technically acceptable offer. The U.S. Customs and Border Protection intend to issue a contract to secure these services. The contemplated period of performance will be six (6) months from receipt of award. It is required that all Offerors submitting a quote review the attached SOW to review all requirements. The Offeror shall meet or exceed the requirements as outlined in the attached SOW. Please refer to the attached SOW and RFQ for additional requirements information. All Offerors submitting a quote shall be required to meet all the requirements as found in the Statement of Work (SOW). Award of this contract shall be made on the basis of lowest price and technically acceptable. Technical acceptability shall be determined by whether or not the Offeror addresses and meets each point in the attached SOW as well as this solicitation/RFQ. The Government shall reserve the right to call vendors for clarifications on quotes, but no discussions shall be held. The contract period of performance will most likely start in September 2016. Vendor MUST register in the System for Award Management (www.sam.gov) and receive payment via Electronic Funds Transfer (EFT) as a condition of the contract. Registration in SAM requires a valid Dun & Bradstreet number. Vendor MUST also complete and sign Blocks 13, 14, 15 and 16 on page one of the SF 18 form. Quotes that are incomplete, unsigned, or late will not be considered. All responses MUST be emailed to the Contract Specialist at lamonica.norwood@cbp.dhs.gov. All response must be received by the Contract Specialist by 19 September 2016 at 3:00 PM Eastern Standard Time (Indianapolis).
