Attachment 1 2017 AFTAC Innovation Days Special Notice for 2017 AFTAC Innovation Days Synopsis: The Air Force Technical Applications Center (AFTAC) will be holding an Innovation Days event on 24-27 January 2017. The event will have 4 main components: 1) a general session, 2) a match maker and social event, 3) vendor booths on display, and 4) one-on-one sessions. The purpose of this event is to provide industry with an opportunity for a focused engagement with members of AFTAC to share ideas that facilitate the delivery of innovative capabilities to the AFTAC miss ion. To complement this event, AFTAC is in the process of developing a Broad Agency Announcement (BAA) which will closely mirror the following list of Focus Areas. Please read this entire announcement thoroughly in order to alleviate any confusion. Mission: AFTAC's mission is to deliver time dominant scientific and technical information to the right person for decision advantage supporting international nuclear treaty compliance and strategic, operational, and tactical warfighters. AFTAC provides national authorities quality technical measurements to monitor nuclear treaty compliance and develops advanced proliferation monitoring technologies to preserve our nation's security. AFTAC also performs research and development of new proliferation detection technologies to enhance or assist treaty verification to limit the proliferation of weapons of mass destruction. General Session: The AFTAC Innovation Days general session will be held at the AFTAC's main building, 10989 S. Patrick Dr., Patrick Air Force Base, FL 32925. The general session is on 24 January from 8:00am - 4:00pm, and on 25 January from 8:00am - ll:OOam. The general session will include unclassified and classified talks from AFTAC leadership and selected panels to inform industry of AFTAC's highest priority technology and capability needs. The general session on 24 January is UNCLASSIFIED and open to industry partners who are invited based on their white paper or capability statement submissions (see below for information on white paper/capability statement submission). The general session on 25 January will be CLASSIFIED and only open to industry partners with a secret clearance who are invited based on their white paper or capability statement submissions. Seating is limited, thus the general sessions will be limited to 2 attendees per organization. Industry partners selected to attend the unclassified and/or classified general sessions will be notified via email no later than 30 days prior to the event. The finalized number of attendees per organization will be provided in the invitation. Match Making/ Social: At the end of the general session day 1, on 24 Jan, at approximately 3:00pm, there will be a combined match making event for industry partners to interact with one another and also a social event for AFTAC personnel to interact and collaborate with industry. The match making will be voluntary to identify potential partnerships and subcontracting opportunities. Industry partners will be able to identify themselves as interested in participating in match making after receiving notification of acceptance to attend the event. Vendor Booths: Contractors will have the ability to display a vendor booth outside of AFTAC's building, on 24 January from 8:00am to 4:00pm. Industry partners interested in demonstrating their technology or capability with the larger AFTAC audience throughout the first day of the general session should apply for vendor booth space. Industry partners selected to provide a vendor booth during the event will also receive their invitation via email no later than 30 days before the event. We ask that vendor booths be no larger than 10 feet by 10 feet. One-on-Ones: The AFTAC Innovation Days one-on-one sessions will be held at AFTAC's main building, 10989 S. Patrick Dr., Patrick Air Force Base, FL 32925, on 25 January from 12:00pm - 4:00pm, 26 January from 8:00am - 4:00pm, and 27 January from 8:00am - 12:00am. The one-on-one sessions between industry partners and AFTAC may be held up to the TOP SECRET/SENSITIVE COMPARTMENTED INFORMATION (TS//SCI) level. The one-on-ones will consist of forty-five minute, invitation-only sessions. Priority for the sessions will be given to industry partners whose demonstrated capabilities best align with the needs detailed in the Focus Areas list. Industry partners who are selected for one-on-ones based on their white paper submissions will receive their invitation via email no later than 30 days before the event. The instructions on submitting a white paper are explained in further detail in the next section. Disclaimer: The number of attendees per organization for the general sessions, the number for those selected to display vendor booths, and number selected for one-on-one sessions are based on the number of responses and resources available. White Paper Submission: Each industry partner interested in attending the general sessions on 24 and/or 25 January and having a vendor booth and/or a one-on-one, shall submit a separate unclassified, two-page white paper to address each Focus Area listed below. For example, if your organization has expertise in high performance computing, data handling, and lab operations & management your organization would submit one two-page white paper under the Information Technology focus area and one two-page white paper under the Process Improvement focus area. If participants wish to ONLY attend the general sessions on 24 and/or 25 January, a capability statement (up to two pages) is only required. The below format of a White Paper is intended to be flexible, but all submissions should adhere to the following general guidelines: • Maximum of two (2) page in length (i.e. either one page with writing on the front and back or two separate sheets of paper with writing on the front side only with the back side of each page left blank) • Printed on 8 Yi by 11 inch paper • Font type shall not be smaller than 12 pt, although smaller font type may be used for figures, tables, and charts • All white papers must be written in English • All white paper submissions shall address the following: o PART I: POINT OF CONTACT • Identify your organization and an authorized POC (email, phone#, etc.) with whom the Government may interface o PART II: FOCUS AREA/TASK(S) ADDRESSED • List the focus area plus any and all tasks to which your organization can contribute o PART Ill: EXECUTIVE SUMMARY • Executive summary should address the Heilmeier questions, which include the following: 1. What are you trying to do? Articulate your objectives using absolutely no jargon 2. How is it done today, and what are the limits of the current practice? 3. What is new in your approach and why do you think it will be successful? 4. Who cares? If you succeed, what difference will it make? 5. What are the risks? 6. How much will it cost? 7. How long will it take? 8. What are the mid-term and final "exams" to check for success? o PART IV: OTHER • Provide any additional information pertinent to your white paper submission. White Paper Evaluation: The white paper evaluation process will be conducted using technical subject matter expert (SME) reviews. Each white paper will be evaluated against the technical approach feasibility, achievability, and addresses an applicable Task within the Focus Areas. Each white paper will not be evaluated against other white papers. White papers will be rated as Outstanding, Acceptable, Marginal, or Unacceptable and will be ranked and selected for participation based on space availability. Outstanding (O) - Indicated an exceptional approach based upon substantial contributions toward one-gr more of the Focus Areas. White papers receiving an Outstanding rating are recommended for acceptance if sufficient space is available and normally are displaced only by other white papers rated as Outstanding. Acceptable (A) - Indicates an adequate approach that contributes toward addressing one or more of the Focus Areas. White papers receiving an Acceptable rating are recommended for acceptance if sufficient space is available but at a lower priority than white papers rated as Outstanding. Marginal (M) - Does not clearly demonstrate an adequate approach that contributes toward addressing one or more of the Focus Areas. White papers receiving an Marginal rating are recommended for acceptance if sufficient space is available but at a lower priority than white papers rated as either Outstanding or Acceptable. Unacceptable (U) - Does not demonstrate an approach that contributes toward addressing one or more of the Focus Areas. White papers rated as Unacceptable will not be accepted. Interested respondents are requested to submit white papers (or capability statement if only requesting attendance at the general sessions) and Attachment 1 via email address to kelly.greiner@us.af.mil and jody.desormeaux.l@us.af.mil no later than 5:00 PM EST, 9 November 2016. Focus Areas: Below you will find a list of AFTAC's Focus Areas about which AFTAC is interested in finding applicable industry partners to describe their service or product. Industry partners must fill out and submit the attached Industry Partner Participation document (Attachment 1) detailing the Focus Areas and Tasks of relevance to your company as well as your company's desire to attend the general session, provide a vendor booth, match making, and/or attend a one-on-one session. AFTAC's future needs include multiple technological advances in each of the following Focus Areas: • Data Integration & Automation • Asset Management • Data Evaluation Tools • Information Technology • Science & Technology Enhancements • Process Improvement • Meteorology Tools • Modular Radioisotope Collection • "Impossible Things" More specifically, the following Tasks are associated with each of the Focus Areas: 1) Data Integration & Automation • Real-time or near-real-time feed data • Automated signal detector and characterizer 2) Asset Management • Modernized asset management system • Radio frequency identification (RFID) • Advanced shipping/transportation 3) Data Evaluation Tools • Time series analysis • Gamma spectrometry data evaluation tools • Modeling/data tools development • Streamlined seismic analyzation method/software • Data visualization tools • Noise & stochastic reduction 4) Information Technology • High performance computing (HPC) • Data Center Consolidation • Data at rest encryption • Virtualization desktop and server • Security-approved wireless barcode scanners • Data handling • Disaster recovery/replication/continuity of operations programs (COOP) 5) Science & Technology Enhancements • Vapor phase deposition • Computational chemistry 6) Process Improvement • Engineering change process • Lab process flow optimizations • Lab operations & management • Computer-based monitoring 7) Meteorology Tools • Nano-weather sensors • High-resolution mesoscale models • Urban scale models in near-real-time • Seepage modeling • Modeling the effects of directed energy weapons (DEW) 8) Modular Radioisotope Collection • Gaseous entrapment systems • Battery technology • Gaseous adsorption technology • High fidelity radiation detection/counting systems, modular/miniature specialization companies • Gaseous containment systems (high pressure, USAF flight certified) • Compressor technology (specifically high pressure, small size & power, with longterm stand-alone capability 9) "Impossible Things" • High confidence forecasts/diagnoses of environmental change in any environment being modeled • Detect & characterize small amounts of pollutants released into environment by nuclear activities • Persistent, timely information on environmental re leases of any materials of concern at all nuclear sites world-wide • Simulate the atmosphere at centimeter resolution globally in real time End State & What to Expect Afterwards: As an end state, industry partners can expect to better understand the needs and focus areas of AFTAC. Industry partners will have the opportunity for focused engagement with members of AFTAC during this event. The innovations presented will help the Government in identifying and defining future requirements. In addition, there will be ample time during the general sessions for interaction between industry partners. As mentioned previously, AFTAC is in the process of developing a BAA which will closely mirror the Focus Areas set forth in this notice. Industry partners will have a greater understanding of the BAA during the AFTAC Innovation Days event and the anticipated timeline for the BAA. Note: Please note that this event is for collaboration purposes only. It does not constitute a specific offer or commitment by AFTAC to fund, in whole or in part, any opportunities referenced herein. Respondents to invitations to attend the general session, provide a vendor booth, or attend a one-on-one session are responsible to coordinate their own lodging and transportation requirements. Respondents will NOT be reimbursed for any travel, labor, information, etc. they provide in conjunction with this special notice. No contracts will results from participation in this event or white papers received; however, information received may be used in market research. This AFTAC Innovation Days event is in accordance with FAR 15.201(e) and is specifically for future and emerging technologies that would significantly advance designated commodity areas. This is NOT a Broad Agency Announcement (BAA), solicitation, or request for contractual offers. Interested participants are requested to fo llow submission guidelines to minimize expending extensive effort in preparing white papers that may not be considered, and to limit unneeded proprietary information. All proprietary information will be safeguarded in accordance with FAR 3.104 and 18 U.S.C § 1905.
