Description

This synopsis is being posted to meet the requirement of FAR Part 5. The U.S. Department of Homeland Security (DHS), Office of Procurement Operations intends to issue a Request for Proposal (RFP) for the Operational Planning and Technology Integration Contract (OPTIC) in support of National Bio and Agro-Defense Facility (NBAF) in Manhattan, Kansas. The solicitation will provide for a small business subcontracting component. The resulting contract will be awarded under NAICS 541690 as a result of an unrestricted, full and open competition. The OPTIC contract will require the contractor to provide services for the stand-up and operation of the National Bio and Agro-Defense Facility (NBF) for DHS. In addition, the OPTIC Contractor will support the Government in the development of operational planning, schedules, assessments, and acquisition of future contracts. Firms/individuals interested in obtaining a copy of the RFP shall request a copy in writing to the Contracting Officer at the email address identified under the Primary Point of Contact specified in this announcement. The RFP will only be released to prospective offerors based on written requests. DHS anticipates that the RFP date will be issued on or about September 27, 2016 with proposals due 30 days later at the date and time specified in the RFP. The Government anticipates the award of a single (one) contract on a cost-plus-fixed-fee basis.
