Program Coordinator Bridgetown, Barbados Issuance Date: 09/12/2016 Closing Date: 9/26/2016 SOLICITATION NUMBER: PSC-16-059-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. JOB DESCRIPTION: See below BACKGROUND The International Narcotics and Law Enforcement Affairs Section in Embassy Bridgetown implements programs funded by the U.S. Department of State's (DOS) Bureau of International Narcotics and Law Enforcement Affairs, Office of Western Hemisphere Programs (INL/WHP). The Bureau is responsible for the development, coordination, implementation, and supervision of international narcotics control, law enforcement activities, and international criminal justice issues for the DOS. The purpose of this Personal Service Contract is to fill the new position of INL Program Coordinator at the US Embassy in Barbados. The Program Coordinator will manage INL programs, which may include Law Enforcement Support, Counternarcotics, Money Laundering, and Rule of Law / Anti-Corruption projects. The INL Program Coordinator will maintain oversight on INL projects, advise Post and INL/WHP on programmatic issues, liaise with host country and interagency partners, and perform other duties as required in furtherance of INL programming in the Eastern Caribbean. DUTIES/RESPONSIBILITIES • Under the direct supervision of the INL Director, the INL Program Coordinator will develop program objectives and guidelines for his/her program area(s). The INL Program Coordinator will carry out oversight on project implementation mechanisms including contracts, grants, interagency agreements (IAAs), and letters of contribution. The INL Program Coordinator will provide expertise in the strategic planning and development of future projects. • The INL Program Coordinator will develop and maintain a comprehensive knowledge of INL Programming in the Eastern Caribbean; the law enforcement and rule of law issues in the Eastern Caribbean; and the challenges facing the region in addressing them. • At the discretion of the INL Director, the INL Program Coordinator will maintain outreach as needed to ensure U.S. interagency and international donor efforts to ensure programs in his/her portfolio are complementary and coordinated with the interagency and international community. • At the discretion of the INL Director, the INL Program Coordinator will assist in developing Letters of Agreement (LOAs), Implementing Instructions, Memoranda of Understanding (MOUs), and other planning documents with the partner government to obligate U.S. Government bilateral assistance in the Coordinator's areas of responsibility, in compliance with the applicable U.S. government policies such as the U.S. National Drug Control Strategy. The INL Program Coordinator will also make himself/herself available to assist the INL Director in working with the partner government to implement and administer programs, track progress, and when needed, amend/modify these international agreements. • The INL Program Coordinator will facilitate and process procurements under his/her program areas. Procurements may relate to equipment, training, technical assistance, and other appropriate support for host country institutions. The INL Program Coordinator will also provide input to the congressionally mandated end-use monitoring program in accordance with legislative authorities. • The INL Program Coordinator will prepare an annual strategic plan for each of his/her program areas. Under the supervision of the INL Director, the INL Program Coordinator will manage program-level budgets and ensure that project implementers prepare spot and other reports, as appropriate. The INL Program Coordinator is responsible for ensuring all projects in his/her portfolio remain within budget, and are accompanied by timely written reports, and monitoring and evaluation data (M&E). The INL Program Coordinator, in coordination with the INL Director, will recommend and carry out project amendments, extensions, and other actions. The INL Program Coordinator will work closely with INL/WHP, and will report in a timely manner to D.C. on program implementation, including successes and challenges. • Provide support for INL Programs under his/her management, including training, vetting, logistics support for program activities, acquisitions, budgeting, and other efforts as needed • Review, make recommendations, and forward for approval to the INL Director program proposals, program training plans and initiatives, and training curricula. TRAINING & DISTANCE LEARNING COURSES 1. Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. 2. Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3. Ability to complete the FSI Grants Officer Representative courses successfully within the first seventy-five days of the assignment. 4. If applicable - Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. RELATIONSHIP The INL Program Coordinator will report directly to the INL Director at U.S. Embassy Bridgetown, Barbados and work with other Embassy Bridgetown and INL personnel as appropriate. The INL Program Coordinator will consult and coordinate with INL, U.S. Embassy, host countries, and implementer personnel on matters germane to the INL projects under his supervision. The INL Program Coordinator will supervise the work of locally employed staff (LES) and other personal service contractor (PSC) personnel, as appropriate. When needed, the INL Program Coordinator will carry out grants officer representative (GOR), contracting officer's representative (COR), and/or agreement officer representative (AOR) duties. The Contracting Officer's Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and "Completion of assignment report," which shall be a compressive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1. INL/POST Director(s) and; 2. INL/Program Officer Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. COMPLEXITY The INL Program Coordinator must be able to review host country law enforcement and justice programmatic needs; develop and manage projects in coordination with host country officials; ensure sustainability of projects by reviewing implementer work plans, quarterly reports, and by performing monitoring and evaluation of programs; and have the ability to integrate competing needs of U.S. law enforcement, development, and security agencies, as well as host country entities involved in security issues. Managing INL programs effectively requires program management expertise, flexibility, and innovation. The INL Program Coordinator must inform INL programming priorities in the Eastern Caribbean while considering U.S. policy and programmatic interests in the context of host country resources and political will. SCOPE AND EFFECTIVENESS The INL Program Coordinator will perform a broad range of tasks related to a complex foreign assistance program in the Eastern Caribbean. INL programs have a significant impact on Embassy operations, including those of other U.S. government agencies. PERSONAL CONTACTS The INL Program Coordinator will maintain constant communication and coordination with the INL Director and his/her INL/WHP counterpart. The INL Program Coordinator will report to the INL/Bridgetown Director and maintain professional working relationships with the General Services Officer, Financial Management Officer, Regional Security Officer, Political-Economic Section Officers, and U.S. interagency partners, including DEA, CBP, IRS-CI, FBI, and USAID. The INL Program Coordinator will also have contact with the host-country counterparts, non-governmental organizations, civil society, and/or other INL contractors. Minimum Qualifications: • U.S. citizenship; Ability to obtain and maintain a U.S. Department of State medical clearance and Secret security clearance, ethics clearance, if applicable. • A Bachelor's Degree in a related field from an accredited institution. • Demonstrated Five (5) years of experience related to international affairs, law enforcement or rule of law, international development, political science, and/or public administration. • Demonstrated Four (4) years of experience managing rule of law, citizen security, law enforcement, drug control and demand reduction, justice reform and/or counternarcotics programs aimed at achieving U.S. foreign policy objectives, preferably in the context of INL programming. Experience with program design, implementer selection, and program oversight of U.S. Department of State foreign assistance funding is required. • Demonstrated Four (4) years of experience drafting or developing policy documents, project reports, and program evaluations, preferably in the context of INL programming. Strong verbal and written skills and ability to present and defend complex analyses and proposals concisely required. • Ability to work independently on projects and issues within overall policy guidelines. • Ability to work effectively in a team-oriented environment. • Excellent interpersonal skills and track record of working collaboratively at all levels in a workplace environment. • Strong attention to detail. • Proficient in Microsoft Office Suite, particularly Microsoft Excel. • Demonstrated experience with strategic planning, resource management, budgeting, oversight, and evaluation, preferably in an INL context. • Experience working with and/or coordinating with other relevant U.S. government agencies (e.g., USAID, Departments of Justice, Defense, Homeland Security, etc.), international institutions (e.g., United Nations, Inter-American Development Bank, etc.), and foreign government entities. PREFERRED QUALIFICATIONS • Experience supporting, managing, and/or overseeing INL programs. Government Furnished Equipment The contractor shall be furnished with office space, a computer, office telephone, BlackBerry, and other supplies with which to complete all job requirements. This property will be owned and maintained by the Department of State. PRE-DEPLOYMENT REQUIREMENTS 1. If applicable - Consultations with the INL Program Office may be required. EVALUATION FACTORS Factor 1: Program Management: (30 points) Knowledge of program management policies, concepts, budgeting practices, and principles in order to analyze and develop recommendations for program implementation in support of the U.S. government policy objectives. Demonstrated program management experience in designing, implementing (including selecting implementers), and coordinating programs funded by U.S. Department of State foreign assistance funds. Factor 2: Effective Communication: (30 points) Ability to write and speak effectively in order to prepare, explain, and defend recommendations, discuss controversial issues, draft justification, argue proposals, and advise and guide program implementation. Ability to provide programmatic recommendations to senior level policy makers within the Embassy and INL/HQ on issues of INL programming. Demonstrated ability to interact effectively with a wide range of U.S. and foreign national personnel at all levels. Demonstrated ability to communicate in writing in a clear, thorough, and concise manner. Factor 3: Subject Matter Experience: (20 points) Demonstrated experience working on issues related to citizen security, rule of law, law enforcement, drug control and demand reduction, justice reform and/or counternarcotics with U.S. and foreign government law enforcement, counternarcotics, and/or justice sector officials. Demonstrated experience working with international organizations, non-governmental organizations, and/or private sector entities working toward rule of law and law enforcement goals. Demonstrated superior negotiation, communication and interpersonal skills, especially in culturally sensitive situations. Factor 4: Past Performance: (20 points) Past performance of the applicant's ability to perform duties assigned related to the position. INL reserves the right to utilize all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from other sources. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
