- PDF of Notice of Intent to Sole Source Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA), intends to issue a sole source to: National Council for Behavioral Health. 1400 K Street NW, Suite 400 Washington DC, 20005 The current model of Screening, Brief Intervention and Referral to Treatment (SBIRT) is based on an Institute of Medicine report entitled Broadening the Base of Treatment for Alcohol Problems, first published in 1990. This report has since been adapted for use in a variety of different settings including emergency departments, primary care offices, and mental health clinics. SAMHSA supports the dissemination of SBIRT resources but no standard SBIRT definition has been developed by the U.S. Preventive Services Task Force or other authoritative bodies. SAMHSA seeks to convene a panel of national SBIRT experts, thought leaders, and the Federally Qualified Health Center (FQHC) leadership to develop a change package to facilitate SBIRT practice transformation. The change package is an evidence-based set of changes that health care organizations can test and implement to improve an identified care process. Change packages guide and outline the steps of practice transformation that then can be implemented within health care organizations. The National Council for Behavioral Health (The National Council) is uniquely qualified to fulfill the tasks described in this requirement. The National Council has worked extensively on related SAMHSA change packages and has collected extensive background, data, and formulated networks that will be able to meet the 1-year requirement. The National Councils' scope and focus of their data collection tools and network of national SBIRT experts enable the attainment of reliable and responsive information in a timely and effective manner. The National council has close working relationships with FQHC's that will be used to pilot program implementation. The National Council is the unifying voice of America's community mental health and addictions treatment organizations. It has 2,800 member organizations and serves more than 10 million adults and children living with mental illnesses and addictions. In addition to the credibility they bring in the field, their capacity to gather and synthesize data into quality products and disseminate information to the field demonstrates a unique ability to perform and accomplish the existing need. There are no other organizations that already have the unique team, national network, on-hand data, and the knowledge and experience to successfully accomplish the need described. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement that speaks to the services that SAMHSA is seeking in this proposed acquisition.
