Description

The Department of Veterans Affairs, Iowa City VAMC intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Globizz Corporation for the Laser Speckle Flowgraphy LSFG-LITE. The Laser Speckle Flowgraphy LSFG-LITE is a portable fundus blood flow imaging instrument which can observe blood flow in real time in human subjects. The equipment (laser speckle flowgraphy-LITE) is being purchased for recording and quantitative measurement of retinal, choroidal and optic nerve blood flow simultaneously during the cardiac cycle. This is a newer portable laser speckle blood flow instrument that allows measurement of the subject in any position of the head with the subject lying flat or upright and is portable. There is no other laser speckle blood flow device available that can measure all three ocular vascular beds simultaneously and also provide the well-developed software tools used to quantify the blood flow in each vascular bed. Additionally, the Laser Speckle Flowgraphy is based on the same principle and software analysis and will complement our current research, since it can be used in patients in lying flat or sitting to test positional changes in blood flow to the eye and also can be used under anesthesia. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Tuesday, September 15, 12:00, EST. Interest/capability statements may be sent to Lynn Portman at lynn.portman@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
