Description
The National Cemetery Administration issued a requirement for Repair Storm Drainage Pipe at the Houston National Cemetery, Solicitation Number: VA786-16-R-0386. Project Location: Houston National Cemetery, 10410 Veterans Memorial Drive, Houston, TX 77038 The Contractor: Shall furnish all labor, material, equipment, and supervision to repair a storm sewer line by excavation, removal and, installation of 24-inch reinforced concrete pipe between two drainage structures; and demo and patching of a section of sidewalk at Houston National Cemetery. Perform the following work as required by drawings and specifications, and as described herein. Summary of Work: The Contractor gaining award shall furnish all labor, material, equipment, and supervision to repair a storm sewer line by excavation, removal and, installation of 24-inch reinforced concrete pipe between two drainage structures; and demo and patching of a section of sidewalk at Houston National Cemetery. The awarded contractor shall cover a period from date of award through 60 calendar days from start through finish after Notice of award Notice of Award has been issued. The Work shall include, but shall not be limited to the following (not necessarily in the order indicated): The Contractor shall excavate and remove approximately 246 feet of existing 24-inch concrete pipe, 7 to 8.25 feet deep, from an existing curb inlet to an existing manhole. See highlighted path on attached as-built drawing L4.1. Demolition shall require saw cutting and removing a section of sidewalk to accommodate the excavation. Procure and install all necessary materials to provide a new precast 24-inch (inside diameter), gasketted reinforced concrete pipe (RCP) storm sewer pipe with bell and spigot joints. Installation includes all excavation, trench shoring, pipe bedding, backfilling and compaction, miscellaneous pipe and pipe fittings, and grouting required to connect the new line to the existing storm water structures as per Specification 33 40 00 and ASTM Standard C76. The line shall be installed at the required grade to maintain a constant slope between the two structures' existing invert elevations. The joints shall be water tight for low-head applications. Test completed piping system according to requirements of authorities having jurisdiction. Form, construct, finish, and joint seal the new concrete sidewalk and access ramp with new 4-inch base course and 5 inches of 4000 psi reinforced concrete to match the existing cross section. Install new sod in areas disturbed by the excavation. The Contractor shall assume sole responsibility for safety of all persons on or about the construction site, in accordance with applicable laws and codes. Guard all materials in accordance with the safety provisions according to OSHA and Associated General Contractors of America (AGC). Code Compliance: All work shall be performed in accordance with the specifications. It shall be the Contractor's responsibility to comply with all the applicable local, state and federal laws and regulations. The Contractor shall apply and obtain all applicable permits to comply with local, State and Federal regulations and requirements. The Contractor shall remove and dispose of all waste materials and construction debris and comply with all applicable local, State and Federal regulations and requirements. All waste materials and debris specified shall be removed from the Cemetery grounds by the Contractor at its own expenses, including all applicable permits and fees. The Government will award this solicitation as a Firm Fixed Price Service Contract in accordance with the criteria contained in 52.212-2. This acquisition is 100% Service Disabled Veteran-Owned Business Set-Aside. The NAICS Code is 237110. Size standard is $36.5 Million. Electronic solicitations will be available for download from Federal Business Opportunities http://www.FedBizOpps.gov on or around September 14th or 15th, 2016. Responses to the solicitation are due by 12:00 p.m., September 28, 2016. Offeror's are advised that they are responsible for obtaining amendments to the solicitation which is available at FedBizOpps. Prospective offeror's must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals. (See Provision 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on 'Request a user account' to register. Information shall be submitted in the manner requested in INSTRUCTIONS TO OFFERORS. Failure to submit all documentation required as required so may result in your submission being determined technically non-responsive and removed from further consideration. PRE-BID SITE VISIT: Pre-bid Site Visit inspection is highly recommended, contact the Contracting Officer's Representative (COR) Mr. Andrew Van Marter at (281) 447-8686 Ext. 200 or by e-mail at: Andrew.VanMarter@va.gov to schedule visit. The Pre-Bid Site Visit will be held at Houston National Cemetery, located at: 10410 Veterans Memorial Drive, Houston, TX 77038. Questions regarding the solicitation should be submitted via e-mail to the Contracting Officer Mr. Henry C. Dukes at henry.dukes@va.gov No Later Than (NLT) Thursday, 22 September 2016 close of business. In order for the Government to post all questions and answers on FedBizOpps. All questions generated after the site visit must be submitted in writing and emailed to the Contracting Officer by COB, Thursday 22 September 2016. Any questions received after that date will be considered too late and will not be answered.
