Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89 (effective 8/15/16). It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/?q=/browse/far/52. The solicitation number is P16PS02357, and the solicitation is issued as a Request for Quotation. The NAICS code is 512110 with an associated small business size standard of $32.5 million. This solicitation is a 100% total small business set-aside, and will result in a firm fixed price contract to a single vendor determined to be responsive and responsible. The Government will consider past performance in determining responsibility. ATTACHMENTS TO THIS SOLICITATION. All attachments can be accessed via the link to FedConnect, or by going directly to the FedConnect website at https://www.fedconnect.net. Once at the FedConnect home page, click "Search Public Opportunities Only." Next screen, under Search Criteria, change the drop-down menu selection to read "Reference Number," then type in solicitation number P16PS02357 and click "search." Next screen, click the underlined text that is the title of the solicitation, shown as "NPS Nat Resources Inventory & Monitoring Videos." Next screen is the overview screen. On the right-hand side, is the list of documents posted, showing the SF-1449 solicitation form and all attachments. The attachments must be opened individually, and can be downloaded and saved or printed. Besides the SF-1449 solicitation form, there are five total attachments: Attachment 1 is this combined synopsis/solicitation, Attachment no. 2-Performance Work Statement, Attachment 3-DOL Wage Determination (CA), Attachment 4-DOL Wage Determination (D.C.), and Attachment 5-DOL Wage Determination (VA). DESCRIPTION: The National Park Service (NPS) has a requirement for production of thirteen (13) monitoring/scientific/educational films for twelve NPS Networks, on Network monitoring projects that are spread throughout three NPS regions: Pacific West Region, National Capital Region, and Northeast Region. The topic for each video will be determined in consultation with each NPS Network but could be limited to highlighting one vital sign or monitoring project for each Network, or could be an overview of all monitoring projects that the Network is currently implementing. Vendor shall provide all labor, tools, equipment, materials and supervision required to plan, film, edit and produce a total of 13 each, high quality 4 minute high-definition, digital films for online viewing on the NPS Network website and I & M YouTube channel. NOTE: There a total of 12 individual videos for the NPS Networks, and 1 compilation video that will summarize/highlight footage from the 12 videos. The 12 Network videos make up the basic project requirement, and the 13th compilation video is an optional video (should funds allow). There is also an option for contractor to provide a music treatment to each of the videos. Refer to the full description of this project in Attachment no. 2, Performance Work Statement, available in FedConnect for this solicitation. PERIOD OF PERFORMANCE. The period of performance will be from date of award to November 1, 2017. Within four weeks after award a pre-production meeting will be held with the contractor, NPS Network Program Managers, and Contracting Officer ¿s Representative (COR). This solicitation is anticipated to be awarded the week of September 19th, with the pre-production meeting happening in October 2016. QUESTIONS REGARDING THIS SOLICITATION.
