Description
Solicitation-Viafill COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, Streamlined Procedures for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. The solicitation number is W81XWH16T0475. The solicitation is issued as a request for quotation (RFQ). Provisions and clauses in effect through Federal Acquisition Circular 2005-78 are incorporated. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 334516, with a small business size of 1000 employees. This is a full and open competition; all vendors are encouraged to submit a quote to hugo.m.robinson.civ@mail.mil. The United States Army Medical Research Acquisition Activity (USAMRAA) on behalf of the United States Army Medical Research Institute of Infectious Diseases (USAMRIID) requests responses from qualified sources capable of supplies that are brand name or equal to the to the equipment requested according to specifications listed in the Request for Quote. Please see the information below for further details. MECs USAMRIID Minimal Essential Component (MEC) Requirements For (Integra Viafill/Brand Name or Equal to) Rapid Reagent Dispenser 1. Shall encompass a wide dispensing range of 0.5 to 9,999uL 2. Shall have capability to dispense into 6, 12, 24, 48, 96, 384, and 1536-well plate formats 3. The cassette tubing shall be able to withstand multiple autoclave cycles 4. Shall include multi-channel pipetting capabilities with disposable tips 5. The device Shall be able to utilize 8- or 16-channel dispensing cassettes 6. A touch screen interface is required to facilitate programming within a BSC 7. Shall have ability to conduct repeat and variable dispensing, as well as serial dilutions 8. The dispenser shall have dimensions no greater than 38 x 301 x 25 cm, and weigh between 22 and 25 lbs 9. The 16-channel dispensing speed shall be at or below 11 seconds for 10uL/well into a 384-well plate, with an accuracy range between 1.5 to 3% 10. Shall utilize only one grounded outlet for all power needs. INSTRUCTIONS TO OFFERORS SUBJECT: Request for Quote (RFQ) - Integra Viafil/ Rapid Reagent Dispenser - Brand Name of Equal You are being requested to submit a quote in response to the requirements of the United States Army Medical Research Acquisition Activity (USAMRAA) on behalf of the United States Army Medical Research Institute of Infectious Diseases (USAMRIID) to provide Dispenser - Brand Name of Equal - according to specifications listed in the Request for Quote and FAR 52.211-6. SPECIFIC REQUIREMENTS This requirement will be a Firm Fixed Price (FFP) contract. Performance requirements for this contract are provided in the attached Minimum Essential Characteristics (MECs) of this RFQ. Your submission must include your quote as a Firm-Fixed Price order and shall also address all requirements as stated in the request for quote. The Offeror's price proposal shall also include all other costs and reductions, discounts, or rebates offered. Offerors' quotes shall be submitted in English and in US dollars. It shall also remain open for a minimum of 90 days from the date of submission. Offerors must certify and return the representations and certifications in 252.209-7991. The Government intends to award an order without discussions. Offeror should provide their best, complete proposal upon initial submission. The Government reserves the right to hold discussions if deemed necessary by the Contracting Officer. PROPOSAL DUE DATE: No Later Than (NLT): 18 Sept 2016 at 5:00 PM Eastern Time.
