- Veterans Outcomes Assessment (VOA) Program Calls and Data Collection General Information 1. GENERAL: This is a non-personnel services contract to collect mental health outcomes data from Veterans through telephone interviews. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. 1.1 Description of Services/Introduction: The Department of Veterans Affairs Health Administration (VHA) requires specific data to determine whether mental health services provided by VHA are effective and satisfactory for Veterans. The purpose of this contract is to obtain services in support of this VHA agency priority. This includes such services as the contact, scheduling and collection of interview data from Veterans across the country who have received mental health services; tracking of participants to ensure timely follow-up; and provision of digital data from the interviews to VHA. The Contractor will provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to collect interview data from Veterans as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The Contractor must perform to the standards in this contract. 1.2 Background: The Government has placed high priority on rigorously examining the outcomes of mental health services provided across the country by VHA facilities and staff. The process has been developed and approved by VHA that outlines the sampling and data collection strategies for this project. The process will be to sample Veterans who have received mental health services, contact and interview them within a short time after their appointment to determine how they are feeling and functioning, and then contact and interview the same Veteran again, several [typically 6-8] weeks later, to determine whether they are feeling and functioning better. This project, called the Veterans Outcomes Assessment (VOA) project, requires 10,000 pairs of interviews (baseline and follow-up) per calendar year with sampled Veterans. While VHA will conduct sampling, the purpose of this contract is to secure services to accomplish the interviews and transmission of data from those interviews to VHA. 1.3 Objectives: Provide data that will allow VHA to determine whether mental health services are effective and satisfactory to Veterans, as outlined below. "Complete 10,000 pairs of telephone interviews (a baseline and follow-up) with in the sampled Veterans by the end of each calendar year, using a structured and scripted interview to be provided by VHA "Provide the Contracting Officer's Representative with informal weekly status updates, via telephone or email. "Provide a detailed quarterly report of completed data from all interviews in a digital file to VHA quarterly. 1.4 Scope: The types of services to be performed are Veteran contact and scheduling, interviewing and data capture from interviews. The Contractor shall use contact information provided by VHA to contact Veterans by telephone and invite them to participate in the VOA project. The Contractor will complete telephone interviews with those Veterans who agree to participate. The Contractor will re-contact those Veterans who have participated in baseline interviews within six to eight weeks after the baseline in order to complete a follow-up interview. The Contractor will conduct enough interviews to provide data from 10,000 pairs of interviews over the course of the calendar year. The Contractor shall provide the data from those interviews in a digital format to the VHA quarterly. 1.5 Funding is secured for one year and 10,000 pairs of interviews. The project is projected to extend to future years because the objective is a high VHA priority. Funding will be sought each year to continue the VOA but cannot be guaranteed. 1.6 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (3) 12-month option years.
