Description
LRSO/W80-4 Draft PWS Sources Sought LRSO The Air Force Materiel Command's (AFMC) Air Force Nuclear Weapons Center (AFNWC), formed in 2006 and located at Kirtland AFB, New Mexico, is the Department of Defense (DoD) agency responsible for oversight, modernization, technology development, management, storage and inception-to-retirement control of integrated systems management of Air Force nuclear weapon systems. For these critical national systems, development, surveillance, and refurbishments are on-going. A weapon system may undergo any number of activities that are not routine activities. These non-routine refurbishments include alterations, modifications and life extension programs (LEP). In August 2014, the Nuclear Weapons Council, which coordinates nuclear weapon stockpile activities for the Department of Defense and the National Nuclear Security Administration (NNSA), chose the W80-4 as the warhead for the Long Range Stand Off missile (LRSO), the Air Force's successor to the current Air Launched Cruise Missile. The AFNWC is the coordinating agency between the LRSO program office and the NNSA managing the W80-4 LEP. The LRSO is a new development DoD ACAT 1D program in the early acquisition stages developing the cruise missile air vehicle that will carry the W80-4 warhead provided by the NNSA. In Jul 2016 the Milestone Decision Authority approved milestone A and entry into the technology maturation and risk reduction phase for the LRSO program. The LRSO program office will direct the acquisition planning, technology, development, testing and production of the Air Force components of the LRSO delivery system while AFNWC will direct and lead all associated DoD nuclear certification and warhead integration activities. The goal of the W80-4 LEP is refurbishing the W80 warhead with replacement components for aging technology and components that have limited lifespans. The W80-4 LEP transitioned from the concept phase to the feasibility study & design options phase, which includes detailed design work, maturing component technologies and fabricating prototype hardware. The feasibility study & design options phase, officially known as Phase 6.2, was approved in July 2015 by the Nuclear Weapons Council. The AFNWC and the NNSA are now evaluating design options for the W80-4 LEP. The Nuclear Weapons Council authorized a Project Officers Group to coordinate integration and interface activities among the AFNWC, NNSA and the AFLCMC for the W80-4 LEP and assigned responsibility of the Lead Project Officer (LPO) to the AFNWC. The structure of the Project Officers Group includes subgroups, working groups and other teams designated by the LPO. The W80-4 LEP effort requires programmatic and technical support to accomplish the program's objectives. The technical work for this effort consists of assisting the LPO by providing technical and management acquisition support products and deliverables in accordance with appropriate DoD and joint DoD-DOE guidance, USAF processes and AFNWC requirements.
