- SARDO PWS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is a 100% small business set-aside, NAICS 541690. Project Requirements The 176 Operations Group (OG) supports a 24/7 alert for the 11th Air Force and the state of Alaska. To fulfill alert requirements HH-60, HC-130 and Guardian Angel (Pararescue) crews are pulled from squadrons to support the alert. Additionally, Aircrew Flight Equipment (AFE) and maintenance provide personnel to support alert requirements. To manage this alert the 176 OG Commander delegates authority to a Search and Rescue Duty Officer (SARDO) who approves and directs mission execution. As such, the SARDO must track who is on alert daily, mission responses, and write post mission reports. To meet this tasking, the 176 OG requires a system to manage 11th Air Force Alert manning, assets, track mission execution, post mission analysis and reporting. The intent of this system is to streamline data entry and management to increase accuracy and decrease time taken to conduct inputs. Please reference Section 5 of the attached PWS for a specific list of the requirements. Firms responding to this solicitation must provide the following information: 1. Brief summary of the company, of no more than 3 paragraphs. 3. A qualification statement stating that they are able to perform this requirement under this NAICS code and summary of your technical capabilities. 4. Has your company performed this type of effort or similar type effort (to include size and complexity) in the past, if so provide contract number, point of contact, e-mail address, phone number, and a brief description of your direct support of the effort? 5. Is your company currently providing similar items to another government agency (include contract #s for government) or other non-government customer? If so, please identify the agency or non-government customer, point of contact, e-mail address, phone number, and a brief description of your direct support of the effort. 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The Government will evaluate all quotes to determine the best value to the government. The Government will make a Best Value Determination based on the capability of each offeror's quote to meet the tasks and requirements outlined in the Statement of Work, past performance, providing the proposed products/service in a timely manner, and reasonable price. The Government's objective is to obtain the highest technical quality necessary to achieve the project objectives, with a realistic and reasonable cost. Technical and past performance non-price factors are considered equal and are more important than price. In the event quotes are evaluated as technically equal in quality, price will become a major consideration in selecting the successful Offeror. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award The following provisions are incorporated by reference: FAR 52.204-7 Central Contractor Registration, FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-3 Alt I Offeror Representations and Certificates-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5, Contract Terms and Conditions-Commercial Required to Implement Statutes of Executive Orders-Commercial Items, FAR 52.232-40, Providing Accelerated Payment to Small Business Subcontractors and FAR 52.242-15 -- Stop-Work Order.
