Description
This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-16-Q-2001. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) has a Firm Fixed Price requirement for the following items: CLIN 0001 HP Omen Desktop 870-120st P/N Y8Q36AV_1 (Qty. 4) To include the following specification: * 256 GB SATA SSD * Liquid Cooling Solution * Windows 10 Home * NVIDIAR GeForceR GTX 1080 (8 GB GDDR5X dedicated) * ICTO UMA Z170 OMEN * HP USB Wired Keyboard with volume control * Ultra Slim-tray SuperMulti DVD burner * 802.11a/b/g/n/ac (2x2) and BluetoothR 4.0 M.2 combo * Core i7-6700K 4.0GHz Skylake 91W; 4 Cores; HT enabled; 8MB Shared Cache; 14nm; Max Memory Speed: DDR4-2133/DDR3L-1600 * OMEN 870st by HP Desktop PC * WARR 1/1/0 NA * Drop in Box Warranty flier * 500 W Bronze efficiency power supply * McAfee Livesafe (30 day) * 32 GB DDR4-2133 SDRAM (4 x 8 GB) NUWCDIVNPT intends to purchase these items on a sole make and model basis (no substitutions allowed) basis (see the attached Sole Make and Model Justification). The basis for the sole make and model is that the HP Omen Desktop 870-120st is the only known desktop containing the Oculus Rift VR headset that does not have Trade Agreement Act restrictions and provides the required graphics capable for the headsets. This procurement is a 100% small business set-aside as concurred with by the NUWCDIVNPT Office of Small Business Program (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 541519; the Small Business Size Standard is $27.5M. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items applies to this solicitation. The provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items applies to this solicitation. Clauses 52.212-4, Contract Terms and Conditions Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, and DFARS 252.204-7008, Compliance with Safeguarding Covered Defense Information Controls (Dec 2015), 252.204-7009 Limitations on the Use or Disclosure of Third-Party Contractor Reported Cyber Incident Information (Dec 2015) and 252.204-7012, Safeguarding Covered Defense information and Cyber Incident Reporting (Dec 2015) apply to this solicitation. The following addenda or additional terms and conditions apply. Defense Priorities and Allocations Systems (DPAS) rating is DO-C9. Section 508 Item or service is for a national security system (FAR 39.204(b)) applies to this solicitation. If the Contracting Officer determines that any item or service delivered under this contract does not comply with the EIT Accessibility Standards, the Contracting Officer will notify the Contractor in writing accordingly. If the Contractor fails to promptly correct or replace the nonconforming products or services with conforming products or services within the delivery schedule contained in the contract, the Government will have the rights and remedies contained in the basic contract. Required delivery is by 30 SEPT 2016, F.O.B. Destination is Newport, RI 02841. Please include any shipping or delivery costs on your quote. Payment will be made via Wide Area Work Flow (WAWF). This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. Technically acceptable means the items quoted match the sole make and model items listed (no substitutions allowed) in quantities specified and the offer meets the delivery requirement specified above. Failure to propose all the required items will render your quote ineligible for award. In order to determine technically acceptable: (1) the offeror must provide the items required by this solicitation, no substitutions allowed, as specified in the attached Sole Make and Model Justification, and in the required quantities; and (2) the Government will consider past performance information in accordance with DFARS provision 252.213-7000 where negative information within PPIRS may render a quote being deemed technically acceptable.
