Description
Bid Schedule This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice and using procedures in FAR Subpart 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as 100% small business set-aside. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-89 effective 20160815 and DFARS Change Notice 20160830. The North American Industry Classification System (NAICS) code is 314910 and the size standard is 500 employees. REQUIREMENT: The Air Force has a requirement for installation of a pre-engineered 4-post shade frame with commercial beige fabric canopy (45'x45'x10') plus two single pole cantilevers with beige fabric canopy (18'x24'x10')for the 433rd Air Wing at Bldg 828 on JBSA Lackland. See attached Bid Schedule document for sizes and complete requirement. AVAILABILITY OF FUNDS: Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. See item description below for delivery/installation addresses QUOTE REQUIREMENTS: Quotes must be submitted on an all or none basis with the price inclusive of all requirements and specifications listed. The quote must contain important information such as proposed delivery and installation dates. Please quote the best possible pricing inclusive of any available discounts in price. Basis for Award: Award decision of the purchase order will be based on the quoted canopies and frames that offer the best value to the Air Force. Best value factors for this RFQ include 1) low price within budget, 2) warranty of quoted products (i.e. warranted period for significant fading, deteriorization, breakdown, mildew, outdoor heat, cold, discoloration, and 3) durability of quoted products (i.e. commercial grade, wind gust range, ultraviolet protection rating, waterproofness, etc.).
