Description
NBIS Draft ICD Excerpts PDF RFI Response Template RFI in PDF This request for information (RFI), which reference aspects of a draft capability document, seeks input from interested parties regarding information technology (IT) solutions for the National Background Investigation System (NBIS). NBIS is the all-encompassing IT applications, storage, security, services, operations, and support for the National Background Investigation Bureau (NBIB). Formerly known as Federal Investigative Services (FIS) under the Office of Personnel Management (OPM), NBIB (which will be housed within OPM) is a new entity that changes how the Federal Government performs background investigations for military, civilian, and government contractors. The Department of Defense (DoD) has been tasked to design, develop, secure, and operate the NBIS. Within the DoD, the Defense Information Systems Agency (DISA), with oversight from DoD CIO, is responsible for the IT System and will manage the acquisitions for NBIS. DISA created the NBIS Program Office (PMO) under executive leadership. NBIS PMO must establish an enterprise IT enclave that enables business process reengineering, including modular system development to accommodate changes in data requirements, advanced security protections to safeguard data, enables broad shared services to maximize investments, and not only meets the needs of the end users, but also connects those users to the process.
