Description
**Please see the updated Market Survey with a hi-lighted revision to Section 6** This Market Survey is issued in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Section 3.2.1.2.1. Introduction/Purpose The FAA has an interest in a non-cooperative airport ground surveillance system as part of the Agency ™s transition to the Next Generation Air Transportation System (NextGen). In this context, non-cooperative is defined as a surveillance capability that is not reliant on any type of active transmission from a target via transponder/avionics. The FAA is deploying and maintaining surface surveillance systems that utilize multiple sensor layers. This market survey is addressing only the non-cooperative sensor layer for these systems. A non-cooperative sensor replacement would need to be integrated with the existing surface surveillance systems. The current non-cooperative sensor(s) at Airport Surface Surveillance Capability (ASSC) and Airport Surface Detection Equipment - Model X (ASDE-X) airports are approaching their end-of-life or have potential obsolescence and supportability issues. In addition, these sensors have high operating and maintenance costs that the FAA is looking to reduce. The FAA is investigating current COTS solutions that could provide an innovative low-cost Non-Cooperative Surveillance (NCS) technology solution to replace the 53 non-cooperative radar sub-systems that are currently deployed in the National Airspace System (NAS), distributed across 35 ASDE-X airports and 9 ASSC airports, and two subsystems at support facilities. These are: 33 Norden Systems Airport Surface Detection Equipment - Model 3 (ASDE-3) sub-systems 11 Raytheon Surface Movement Radar (SMR) sub-systems Nine (9) Saab Sensis Surface Movement Radar (SMR) sub-systems The proposed solution could take the form of a service, system, or some combination (Please see attached Market Survey for further details and configuration diagram). For both the ASDE-X and ASSC systems, one or more Surface Movement Radars (SMRs) interface to a Radar Data Processor (RDP) that provides position reports and system status to a Multi-Sensor Data Processor (MSDP). For the ASDE-X and ASSC systems, the MSDP fuses radar sensor data with multilateration/ASR sensor data and ADS-B aircraft and vehicle information for display on FAA certified airport tower controller displays. The MSDP performs safety logic processing to alert controllers of potential collisions. The blocks highlighted in green provide the components under consideration to be functionally replaced. The FAA is seeking a Non-Cooperative Surveillance (NCS) solution to provide surveillance inputs that can be fused by the MSDP. The FAA is not seeking additional displays associated with the NCS solution. ASDE-X and ASSC will track surface vehicles/aircraft to provide information for Air Traffic Control (ATC) services. This track data is also provided to other FAA and non-FAA users. The requirements in Appendix 1 have been identified as key requirements for any proposed NCS system. These key requirements are not intended as all-inclusive nor listed in order of importance. Key NCS requirements have been provided, but the FAA is open to industry ideas and suggestions. The FAA items of interest for the NCS system are provided in Appendix 2. Please see attached Market Survey for further details and configuration diagram Nature of Competition The purpose of this Market Survey is to: Assess industry capability to provide an NCS capability for the airport surface movement area as described in Appendices 1 and 2. Solicit capability statements from industry, including small businesses, service-disabled veteran-owned small businesses, or eligible 8(a) certified firms. There is no procurement determination or acquisition strategy at this time; however, if the FAA makes the determination to proceed with an acquisition, either an unrestricted competition or a set-aside may be chosen depending on the responses to the Market Survey. Submittal Requirements Vendors who believe they possess the ability to provide a COTS NCS technology solution to replace the 53 Non-Cooperative radar subsystems currently deployed in the NAS, are requested to submit a Capability Statement, not to exceed 10 pages in length. The summary should: 1) Describe your system ™s adherence to the key NCS requirements found in Appendix 1. If your system cannot meet a given requirement, provide what performance your system can achieve. If a key NCS requirement or FAA item of interest found in Appendix 2 does not apply to your system, indicate it is not applicable and why. 2) Provide responses to the items of interest in Appendix 2. 3) Describe how the provided surveillance coverage and accuracy requirements would be met with the vendor ™s solution for the Denver International Airport (DEN), Boston Logan International Airport (BOS), and Seattle-Tacoma International Airport (SEA) airports. Provide an estimate of the list prices for the system equipment needed for the 3 example sites as referenced above. The Capability Statement must not exceed 10 pages in length, with margins no less than 1 inch, and must be in Times New Roman, 12 font. The submitted file format must be in *.doc or *.docx format. Please find the following schedule with applicable due dates for each phase of the Market Survey: July 21, 2016 “ Market Survey Released August 04, 2016 by 5 PM EDT “ Vendors to provide Comments and/or Questions to FAA (10 business days from Market Survey release date) September 1, 2016 by 5 PM EDT “ FAA posts response to Vendor Comments and/or Questions on the FAACO website Market Survey # (20 business days from Vendor Comments and/or Questions deadline) September 30, 2016 by 5 PM EDT “ Vendor to submit Capability Statement and completed Business Declaration form no later than 5pm (20 business days after FAA posts response to Vendor Questions and/or Comments) A completed FAA Business Declaration (Appendix 3) form must be submitted in *.pdf format. The FAA will not provide feedback on any of the submitted materials. The FAA will not release or distribute any of the information contained in the Market Survey responses. However, respondents must identify and clearly mark any proprietary information contained in their submissions. Market Survey responses must be submitted via email to Craig.Mayo@faa.gov by 5 PM EDT on September 30, 2016.
