- PERFORMANCE WORK STATEMENT (PWS) FOR GAARNG-J6-NETCOM 1. GENERAL INFORMATION 1.1. Background The scope of work described within this SOW is focused on the development and implementation of GAARNG's Cisco Unified Communications Upgrade (Upgrade and Migration). To award J6/NETCOM the ability to Deploy Prime Collaboration Deployment on a virtual machine, which will provide smooth experiences for end users and system administrators. Assuring the most efficient use of valuable human and network resources by simplifying the installation, upgrade, and platform migration process. 1.2. Scope of Work The Contractor shall provide development and implementation of GAARNG's Cisco Unified Communications Upgrade (Upgrade and Migration). The project involves upgrade of a Cisco Unified Communications Manager (CUCM) cluster which contains one (1) Publisher and one (1) Subscriber server, as well, as a Unity Connection (CUC) High Availability (HA) pair, and a Contact Center Express (UCCX) HA pair from version 8.x to the latest DoD APL version 10.5. The Communications Manager currently supports approximately two thousand four hundred (2,400) endpoints, Unity Connection supports approximately one thousand four hundred (1,400) voicemail boxes, and the Contact Center Express supports up to fifteen (15) enhanced agents. The UC suite currently resides on two (2) Cisco UCS C220 Chassis. This production environment will remain in operation, as the new Virtual Machines (VM) will be built in the Customer's Cisco B-series servers. After the solution has been built and tested in the B-series blades, they will be moved to the new C220M4 Chassis and put into production. The contractor shall perform to the standards in this SOW and the Quality Assurance Surveillance Plan (QASP). 1.2.1. The GAARNG will complete a review of each submitted deliverable within five (5) business days from the date of receipt. 1.3. Period of Performance 1.3.1. The government intends to establish a Firm Fixed Price (FFP) Contract with a completion date that will be identified prior to contract award. The completion of the work will be NLT 45 days upon receipt of the award 1.4. Contracting Officer Representative (COR) 1.4.1. The COR is identified here as: Terance Caple, NETCOM MANAGER, NETCOM. 1.4.2. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain records of written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements to include Government drawings, designs and specifications; monitor Contractor's performance and notify both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property and provide site entry of Contractor personnel. 1.4.3. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order. 1.5. Contractor Personnel 1.5.1. Contract Manager; Jason Smalls, Project Manager, Netcom 1.5.1.1. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person, and an alternate or alternates, who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer. 1.5.1.2. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. 1.5.1.3. The contract manager or alternate shall be available during normal duty hours within 90 minutes to meet on the installation with Government personnel, designated by the contracting officer, to discuss problem areas. After normal duty hours, the manager or alternate shall be available within 4 hours. 1.5.1.4. The contract manager and alternate or alternates shall be able to read, write, speak, and understand English. 1.5.2. Contractor Employees 1.5.2.1. The contractor shall not employ persons for work on this contract if such employee is considered by the contracting officer to be a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. 1.5.2.2. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. Proper attire shall be business casual. 1.5.2.3. The contractor shall not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest. 1.5.2.4. The Contractor shall have knowledge and expertise of the environment (e.g., platforms, software, applications, network, tools, etc.) for which work is to be performed. 1.6. Quality Assurance 1.6.1. According to the Inspection of Services clause 52.246.4 as prescribed in 46.304, the government will evaluate the contractor's performance under this contract. For those tasks listed on the Performance Requirements Summary (PRS)as specified in Technical Exhibit 1, the COR or evaluators will follow the methods of surveillance specified in this contract. Government personnel will record all surveillance observations. When an observation indicates defective performance, the COR will require the contract manager or representative at the site to initial the observation. The initialing of the observation does not necessarily constitute concurrence with the observation, only acknowledgment that he or she has been made aware of the defective performance. Government surveillance of tasks not listed in the PRS or by methods other than those listed in the PRS may occur during the performance period of this contract. Such surveillance will be done according to standard inspection procedures or other contract provisions. Any action taken by the contracting officer as a result of surveillance will be in accordance with the terms of this Contract and the QASP that will be provided at the Post Award Brief. 1.7. Physical Security 1.7.1. The contractor shall be responsible for safeguarding all government property provided for contractor use. At the end of each work period, all government property, equipment and materials shall be secured. 1.7.2. Key Control 1.7.2.1. The contractor shall establish and implement methods of making sure all keys issued to the contractor by the government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government. 1.7.2.2. The contractor shall immediately report to the COR or contracting officer any occurrences of lost or duplicated keys. 1.7.2.3. In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to rekey or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform rekeying and deduct the cost of such from the monthly payment due the contractor. If a master key is lost or duplicated, all locks and keys for that system shall be replaced by the government and the total cost deducted from the monthly payment due the contractor. 1.7.2.4. The contractor shall prohibit the use of keys issued by the government by any persons other than the contractor's employees. Opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas is prohibited. 1.7.3. Lock Combinations 1.7.3.1. The contactor shall control access to all government provided lock combinations to preclude unauthorized entry. 1.8. Hours of Operation 1.8.1. The contracted employee is responsible for conducting business, between the hours of 8:00AM - 5:00PM EST Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings (unless deemed necessary by the GAARNG's Mission). For other than firm fixed price contracts, the contracted employee will not be reimbursed when the government facility is closed for the above reasons. The Contracted employee shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contracted employee shall keep in mind that the stability and continuity of the workforce are essential. 1.8.2. Recognized Federal Holidays 1.8.2.1. New Year's Day, Martin Luther King's Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day. 1.9. Conservation of Utilities 1.9.1. The contractor shall make sure employees practice utilities conservation. The contractor shall be responsible for operating under conditions that prevent the waste of utilities. 1.9.2. Lights shall be used only in areas where work is actually being performed. 1.9.3. Employees shall not adjust mechanical equipment controls for heating, ventilation, and air conditioning systems. 1.9.4. Water faucets or valves shall be turned off when not in use. 1.10. Records 1.10.1. The contractor shall be responsible for creating, maintaining and disposing of only those government required records that are specifically cited in this PWS or required by the provisions of a mandatory directive listed in Para 6, Applicable Publications and Forms. 1.11. Data Rights 1.11.1. The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contracted employee without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights. 2. DEFINITIONS AND ACRONYMS 2.1. Definitions 2.1.1. Contractor. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime. 2.1.2. Contracting Officer. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government. 2.1.3. Defective Service. A service output that does not meet the standard of performance requirement specified in the contract for that service. 2.1.4. Deliverable. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports. 2.1.5. Lot. The total number of potential service outputs in a surveillance period. 2.1.6. Performance Requirement. The point that divides acceptable and unacceptable performance of a task according to the PRS and the Inspection of Services clause. It is the number of defects or maximum percentage of defects in the lot that is acceptable. 2.1.7. Performance Requirements Summary. A listing of the service outputs under the contract that are to be evaluated by the COR on a regular basis, the surveillance methods to be used for these outputs, and the performance requirements of the listed outputs. 2.1.8. Physical Security. Actions that prevent the loss or damage of Government property. 2.1.9. Quality Assurance. Those actions taken by the government to assure services meet the requirements of the Performance Work Statement. 2.1.10. Quality Assurance Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contracted employee performance. 2.1.11. Quality Control. Those actions taken by a contractor to control the performance of services so that they meet the requirements of the SOW. 2.1.12. Sample. A sample consists of one or more service outputs drawn from a lot for quality assurance surveillance. 2.2. Acronyms 2.2.1. CONTRACTOR FURNISHED ITEMS AND SERVICES 3.1. Except for those items specifically stated to be government furnished in Para 3, the contractor shall furnish everything required to fulfill the services specified in this PWS. 4. DELIVERABLES / TASKS 4.1. GENERAL 4.1.1. All written deliverables shall be phrased in terms and language that can be easily understood by non-technical personnel (e.g., laypersons without subject matter expertise). 4.1.2. All document deliverables shall be in formats (hard copy and electronic) as specified by the GAARNG - at a minimum, the formats shall be in industry accepted standards (e.g., MS Word, MS PowerPoint, MS Excel). 4.1.3. Project work is discussed and validated, technical solution briefing, deliverables defined and roles and responsibilities agree upon 4.1.4. The project schedule is reviewed and validated, then discussed and optimized 4.1.5. The Government shall retain all design notes and programming codes. 4.1.6. High-level schedule based on the major project deliverables and list of key project risks, issues and assumptions. Risk management plan for critical risks identified 4.2. REQUIREMENTS. 4.2.1. Unified Communication Migration 4.2.1.1.1. Ability to upgrade/migrate CUCM, CUC, UCCX from version 8.6 to 10.5 4.2.1.1.2. Configure CUCM cluster, CUC HA pair and UCCX to support Virtual Machine 4.2.1.1.2.1. Voice Gateway routers will be intergreated with the new communications 4.2.1.1.2.2. CUC systems will be migrated with existing users moved to new system 4.2.1.1.2.3. Upgrade IOS of existing Voice Gateways 4.2.1.1.2.4. Configure and test backups of the CUCM, CUCservers and UCCX 4.2.1.1.3. Testing and Knowledge Transfer 4.2.1.1.3.1. Perform testing to ensure that the UC solution was successfully implemented within enviornement and all services are restored to normal 4.2.1.1.3.2. Provide knowledge transfer on new advancement features UC provides 4.2.1.1.3.3. Provide As-Builts, Design documentation, configuration and diagrams for all services rendered 5. APPLICABLE PUBLICATIONS AND FORMS 5.1. Publications and forms that apply to the PWS are listed below. The publications and forms have been designated as either mandatory or informational. The contractor is obligated to follow those publications and use those forms designated as mandatory to the extent specified in other sections of this PWS. The contractor shall be guided by those publications or use those forms designated as informational to the extent necessary to accomplish requirements in this PWS.
