Notice Information Document Type: Presolicitation Notice Solicitation Number: FA4690-16-R-0005 Title: United States Central Command (USAFCENT) Uninterruptible Power Supply (UPS) Engineering and Maintenance Place of Performance: USAFCENT Area of Responsibility (AOR) Classification Code: N - Installation of Equipment Contracting Agency: 28th Contracting Squadron 1000 Ellsworth St Suite 1200 Ellsworth AFB, SD 57719 Description: This effort will provide mission critical backup power systems engineering and sustainment to military personnel and coalition forces, primarily in the United States Central Command (USCENTCOM) Area of Responsibility (AOR). Work under this contract shall consist of efforts to support sites in Southwest Asia and/or the USCENTCOM AOR. Contractor personnel shall maintain, install and remove UPS systems in areas as described by the contract. Anticipated places of performance are (but not limited to): USAFCENT Area of Responsibility (AOR): Afghanistan, Bahrain, Egypt, Iran, Iraq, Jordan, Kazakhstan, Kuwait, Kyrgyzstan, Lebanon, Oman, Pakistan, Qatar, Saudi Arabia, Syria, Tajikistan, Turkmenistan, United Arab Emirates, Uzbekistan, Yemen USAFCENT/A6's objectives are to: (a) sustain UPS systems; (b) respond to emergency UPS failures; (c) provide engineering support for UPS systems; and (d) Develop new UPS infrastructure. The acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15 procedures. Task orders shall consist of work for operations and maintenance of existing UPS systems and task orders for development and installation of new UPS systems in accordance with the Performance Work Statement (PWS). The anticipated performance period for this contract will be five (5) years beginning approximately on July 2016 through July 2021. The Task Order Performance Work Statement (PWS) shall define the requirement in detail to include the appropriate performance period for each requirement taking into account the complexity and size of the project. Work to be performed under this contract will be under the North American Industry Classification System (NAICS) 517110 -Wired Telecommunication Carriers, Size Standard 1500 employees. The project magnitude for individual task orders may range from $2,000.00 to $5,000,000.00. The aggregate not-to-exceed amount for this IDIQ contract is estimated at $25 million. The intent is to award one IDIQ contract. This acquisition is set-aside for certified Woman Owned Small Business concerns as determined by the Small Business Administration (SBA). The anticipated RFP issue date has not been determined. The final solicitation and RFP documents will be available for download electronically on the Federal Business Opportunities website. Paper copies will not be available. The closing date and time for submission of offers will be contained within the solicitation package. Once the solicitation is posted, it is imperative that interested parties review the website frequently for any updates/ amendments to any and all documents. Offerors should anticipate a 14 day response time for the solicitation. Contractor's submitting a proposal must have a Cage Code and be registered in the System of Award Management (SAM) at https://www.sam.gov. Registration requires applicants to have a DUNS number from Dunn & Bradstreet.
