Description
REQUEST FOR INFORMATION (RFI) FOR PLANNING PURPOSES ONLY The United States Marine Corps (USMC), Product Manager Radar Systems is seeking to identify sources capable of manufacturing an Identification Friend or Foe (IFF) Antenna for the Radar Set AN/TPS-59A(V)3. The IFF Antenna needs to provide enhanced surveillance ranges for the AN/TPS-59A(V)3 Radar missions. The IFF Antenna shall include the complete integration package (e.g., mounting hardware, antenna cabling, reusable storage/shipping container, manuals, parts lists, etc.). As an additional objective, the IFF Antenna shall support Automatic Dependent Surveillance Broadcast (receive only). The USMC has identified the minimum requirements for the IFF Antenna in this RFI as follows: 1. The IFF Antenna shall mount to the support frame of the Primary Radar Antenna Array AN/TPS-59A(V)3 with no impact to the existing AUX antenna, lightning rods, and aircraft warning light (threshold). 2. The IFF Antenna shall be capable of removal from the Primary Search Antenna for transport (threshold). 3. The IFF Antenna shall dis-assemble into sections for transportation in an S-280 shelter (threshold). 4. The IFF Antenna shall have a reusable ruggedized storage container(s) with carrying handles for two-man carry and anchor points for stowage and shipment. 5. The IFF Antenna storage container(s) shall have outer dimensions not exceeding 126” L x 25” W x 25” H. 6. The IFF Antenna with mount shall not exceed 150 pounds (threshold) 115 pounds (objective). 7. The IFF Antenna shall support the IFF Modes 1, 2, 3, 4, 5 (Level 1 & 2), and C for a 360 degree rotation in the 6 RPM and 12 RPM rotation rates of the Primary Search Antenna (threshold). 8. The IFF Antenna shall provide three independent azimuths, each having a tilted fan beam in elevation: (1) Interrogate/Monopulse SUM for transmit and receive. (2) Side Lobe Suppression (SLS or Control) for transmit and receive. (3) Monopulse Difference for transmit and receive (threshold). 9. The IFF Antenna shall have a horizontal 3 dB Beam width of 4.5 degrees (threshold) and 3.5 degrees (objective). 10. The peak antenna gain at the SUM input port shall be greater than 22.5 dBi (threshold) and 24 dBi (objective). 11. The peak transmit power at antenna SUM input shall be 3 kW (threshold). The return loss measured at each port (SUM, SLS and Difference) shall be less than -12.7 dB (threshold). 12. The average transmit power at antenna SUM input shall be 30 W (threshold). 13. The peak input power at antenna SLS input shall be 3 kW (threshold). 14. The average input power at antenna SLS input shall be 30 W (threshold). 15. The isolation between SUM and Difference inputs shall be greater than 28 dB (threshold). 16. The SUM, SLS, and Difference characteristics shall apply to the frequency range 1085 MHz to 1095 Mhz (threshold). 17. The Interrogate and SLS characteristics shall apply to the frequency range 1026.5 MHz and 1033.5 MHz (threshold). 18. The IFF Antenna input/output connectors shall be female N-type, to BS9210, N00006, MIL-C-39012 (threshold). 19. Exposed metal surfaces of the IFF antenna shall be painted in accordance with MIL-C-53039 or MIL-DTL-53039, with coating of FED-STD-595 Color #34094 (Green 383) (threshold). 20. The IFF Antenna shall operate at altitudes between -300 feet and 10,000 feet above sea level (threshold). 21. The IFF Antenna shall be transportable unpressurized at altitudes up to 45,000 feet (threshold) and function with no degradation. 22. The IFF Antenna shall be capable of normal operation in wind speeds up to 50 knots (threshold). 23. The IFF Antenna shall be capable of degraded operation of no more than 2dB (due to antenna speed, tilt, and array surface variation) in wind speeds up to 75 knots and with up to 3.5 pounds per square foot of ice loading (threshold). 24. The IFF Antenna shall be capable of operation in rainfall of at least 0.625 inch per hour (threshold). 25. The IFF Antenna shall be capable of operation between -40 degrees and +50 degrees Celsius (threshold). 26. The IFF Antenna shall be capable of storage between -40 degrees and +71 degrees Celsius (threshold) and function with no degradation. 27. The IFF Antenna shall be capable of operation, transport, and storage in relative humidity up to 95%, where above +27 degrees Celsius; the relative humidity is based upon a dew point of +27 degrees Celsius (threshold). 28. The IFF Antenna’s finishes and coatings on components shall allow them to endure exposure to a salt fog environment without suffering corrosion damage that would render the antenna inoperable in accordance with the salt fog test of MIL-STD-810 (threshold). 29. The IFF Antenna shall meet IFF performance requirements when exposed to sand and dust particles in accordance with the sand and dust test of MIL-STD-810 (threshold). 30. The IFF Antenna shall have a Mean Time Between Failure and Mean Time Between Critical Failure of 125,000 hours (threshold). 31. The IFF Antenna shall have a minimum of 15-year life span of being able to meet all IFF performance requirements without the need for scheduled depot maintenance (threshold). Sources capable of satisfying the above requirements should submit a response with capability statements and expressions of interest that provide the Government with sufficient information to determine actual capability. At a minimum, this information should include the following: (a) Whether your company is a small or large business. If small, you should also identify if your company is a Small Disadvantaged Business, 8(a), Women-owned Small Business, HUB-Zone Small Business, or Service Disabled Veteran-owned Small Business concern under the NAICS Code 334511 (standard size is 750 employees), (b) Your company’s or organization’s assertion of its existing and available capability to meet the proposed requirements, (c) Business, contracts, and/or marketing office points of contact information, (d) Cost information of the cost per system, to include any recurring and sustainment costs, (e) A statement declaring whether the business or organization is a US or Foreign-Owned entity, and (f) Any additional information that may be useful to the successful procurement of the IFF Antenna, if solicited. Those expressing interest shall adhere to a 15 page submission limit, plus commercial marketing information or web links which may be used as amplifying information. This Request for Information (RFI) is issued for the sole purpose of soliciting market research from industry regarding the availability of Identification Friend or Foe (IFF) Antenna technologies, capabilities, and limitations in surveillance ranges with enhanced surveillance capabilities in relevant environments. Responses to this RFI are strictly voluntary and will be used solely for market research to determine the current performance of IFF Antennas, their availability, associated recurring and non-recurring costs of those systems, sustainment requirements, and the likely presence of competition. This sources sought is the initiation of market research under Part 10 of the FAR, and is not a RFP. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this notice, and responses to this notice cannot be accepted as offers. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations in Federal Acquisition Regulation (FAR) 2.101 and 3.104.
