- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The Solicitation number N00189-16-T-Z319 is being used as a RFQ. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-89 and DFARS Publication Notice 20160811. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 334513 and the Small Business Standard is 750 employees. The Small Business Office concurs with the set-aside decision: Other than full and open competition. The NAVSUP FLC Norfolk Philadelphia Office intends to issue a firm-fixed-price purchase order on a sole source basis for the acquisition of 22 Air Launched Autonomous Micro Observers (ALAMOs) for the United States Naval Academy (USNA). The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. Interested persons may submit a capability statement by the specified response date. This notice of intent is not a request for quotes from any source other than MRV Systems. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The statutory authority permitting other than full and open competition is 41 USC 1901(e) (2) - A sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a). The Government intends to solicit this requirement on a sole source basis to MRV Systems, LLC, at 6370 Lusk Boulevard Suite F100, San Diego, CA, 92121. ALAMOs are the only ocean profiling float certified to be launched from the USAFR WC-130J aircraft. Therefore, MRV Systems is the only source capable of providing the ocean profiling floats that meet the USNA requirement. The delivery for the ALAMOs is 180 days ADC; Delivery Location is the US Naval Academy, 290 Buchanan Road, Annapolis, MD 21402. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control.
