Attachment B: Provisions and Clauses Attachment A: Meal Description Spreadsheet SF 18 Solicitation Number: 192116FMICOMMEAL2 Notice Type: Combined Synopsis/Solicitation IMPORTANT DATES: Questions Due: Wednesday, September 14, 2016 at 10:00 A.M. RFQ Due: Monday, September 19, 2016 at 09:00 A.M. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number for this requirement is HSCECR-16-Q-00010 and this solicitation is issued as a request for quotation (RFQ) in accordance with FAR Subpart 13. iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. (iv) This requirement is a total small business set-aside. The associated NAICS code for this procurement is 311991 with a small business size standard of 500 employees. (v) The contract line item number(s) and items, quantities and units of measure for this requirement are outlined below. There are no options included in this solicitation. ITEM 0001 -- HALAL CERTIFIED SHELF STABLE MEALS VARIETY OF AT LEAST 14 MEALS, 12 MEALS PER CASE QUANTITY: 1,580 CASES NOTE: Quantities provided are estimates only and not guaranteed. Unit of issue is per case. Delivery: 30 Days After Award Period of Performance: 09/21/2016 to 09/20/2017 LINE ITEM 0002 -- KOSHER CERTIFIED SHELF STABLE MEALS VARIETY OF AT LEAST 14 MEALS, 12 MEALS PER CASE QUANTITY: 335 CASES NOTE: Quantities provided are estimates only and not guaranteed. Unit of issue is per case. Delivery: 30 Days After Award Period of Performance: 09/21/2016 to 09/20/2017 LINE ITEM 0003 - DUAL CERTIFIED (HALAL AND KOSHER) SHELF STABLE MEALS (Vendors are not required to provide quotes for this CLIN.) VARIETY OF AT LEAST 14 MEALS, 12 MEALS PER CASE QUANTITY: 85 CASES NOTE: Quantities provided are estimates only and not guaranteed. Unit of issue is per case. Delivery: 30 Days After Award Period of Performance: 09/21/2016 to 09/20/2017 LINE ITEM 0004 -- RAMADAN SURGE: HALAL CERTIFIED SHELF STABLE MEALS VARIETY OF AT LEAST 14 MEALS, 12 MEALS PER CASE (BASED ON AN ESTIMATE OF 10,000 MEALS) QUANTITY: 833 CASES NOTE: Quantities provided are estimates only and not guaranteed. Unit of issue is per case. Delivery: 30 Days After Award Period of Performance: 05/27/2017 to 06/25/2017 (vi) Description of Requirements: ICE provides Common Fare Participants a menu based on a 14-day cycle. To ensure the participants do not receive the same meal twice in one week, ICE requires a variety of at least 28 certified lunch and dinner meals:14 halal and 14 kosher. ICE estimates a need of 2,000 meals per month. During Ramadan, Krome SPC expects to offer an additional 10,000 meals depending on the population at that time. NOTE: The quantities stated are based on historical numbers and are not guaranteed. The meals solicited for this requirement are for the daily lunch and dinner offerings. Breakfast meals are not requested. The vendor shall deliver the meals to the Krome Processing Service Center in Miami, FL 33194. Meals provided shall be in accordance with the expectations, practices and overall requirements of the 2011 ICE Performance-Based National Detention Standards (PBNDS) 4.1 Food Service and PBNDS 5.5 Religious Practices regarding the common fare program. The 2011 PBNDS can be accessed online via https://www.ice.gov/detention-standards/2011. Meals shall be shelf stable, fully cooked, and ready-to-eat. No refrigeration shall be required for storage. Meals shall be contained in microwavable or boil-in-bag packaging. Individual servings shall be no less than 8 ounces. Vendors shall include a description of the assortment of meals quoted in Attachment A: Description of Assorted Meals Spreadsheet. Certification Requirements -- Letters of halal and kosher certification shall be provided in the response to this solicitation. Dual certified meals (meeting both kosher and halal certification standards) are acceptable, but not required. Non-certified meals will not be accepted. (vii) Date(s) and place(s) of delivery and acceptance and FOB point: The anticipated period of performance for this requirement is one (1) year. The first delivery will be 30 days after contract award. Meals shall be delivered twice a month for a period of one-year from the date of contract award. Due to limited storage at the Krome SPC, deliveries shall arrive on the 1st and the 15th day of every month. If the delivery date falls on a Federal holiday, the delivery shall be made the following day. Meals shall be delivered FOB destination to 18201 SW 12th Street, Miami, FL 33194. (viii) FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Notice to Offerors: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. In addition, offers are instructed to provide: 1. Written price quotes on the Standard Form (SF) 18, certification letters, completed spreadsheet found in Attachment A, and any acknowledgements of solicitation amendments on the SF 30. 2. Quotations via email at or before the time specified in the solicitation. Email quotes are acceptable and can be sent to Michelle.Brooks@ice.dhs.gov and Broderick.Morris@ice.dhs.gov. 3. Point of contact name, telephone and E-mail address. 4. DUNS Number. 5. All evaluation criteria outlined in this package. 6. Completed Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Under Any Federal Law (Class Deviation) with quote. 7. The annual representations and certifications electronically in System for Award Management at https://www.sam.gov/portal/public/SAM/. (ix) Quotes will be evaluated base on the Lowest Price Technically Acceptable evaluation criteria. The Government intends to award a LPTA, firm fixed-price order on an all or none basis. Vendors must provide quotes that meet 100% of the product specifications and certification requirements. Should a vendor submit pricing for products that do not meet the specifications outlined in this solicitation, the pricing submitted will be considered non-responsive. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. (xi) FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii)FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. The additional FAR clauses cited in this clause are also applicable to this acquisition. (xiii) Additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition are listed in Attachment B: Provisions and Clauses.
