- Special Notice of Intent to Sole Source Synopsis: This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions" US Army Corps of Engineers, Portland District intends to negotiate/award a sole-source, Firm-Fixed Price contract with Schweitzer Engineering Labs. The proposed materials contract is for twenty-three (23) Schweitzer Engineering SEL-2523 Annunciators. These annunciators will be utilized for remote annunciator specific trouble indication for Bonneville Powerhouse 1 Transformers. These are to upgrade existing panels to give capability to link to the Sequence of Event Recorder.Bonneville Lock & Dam requires the SEL Annunciators in order to match existing annunciators, digital relays, and Sequence of Event Recorder (SER) that all currently utilize Schweitzer Engineering's proprietary communications language. This system provides detailed analysis for troubleshooting and repair of Bonneville's main power generation units. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 334515 Instrument Manufacturing for measuring and testing electrical signals. The size standard as defined by the U.S. Small Business Administration is 750 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal or quote to the contracting officer before the notice end date. If no affirmative written responses are received by 08:00 AM Pacific Daylight Time on September 28, 2016 an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
