Description

NASA/LaRC has a requirement for Formation and Distribution of Cirrus Clouds in the Tropical Tropopause Layer. NASA/LaRC intends to purchase the items from Science and Technology Corporation (STC). STC and the Co-Investigator specific qualifications for this project include recent extensive algorithm development and testing work with the OMPS-LP cloud products, familiarity with MODIS 1.38 um and AIRS cloud products, and their development of a cloud microphysical package and a well-established Lagrangian domain-filling forward-trajectory model that will be used to complete this project. It would take substantial duplication of resources and time for another source to provide the required services, and this additional expense is not expected to be recovered through competition. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. local time on 09/16/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
