UPDATE: 13 September 2016: The purpose of this announcement is to provide the Pre-Solicitation Conference briefing slides (held on 07 September), updated Q&As (in response to the Pre-Solicitation Conference), updates to the ATMP LT2 Portal and remaining revised DRFP Section J Attachment updates 1. The Pre-Solicitation Conference briefing slides are attached. Note: In reference to slide 28, the Final RFP release date has now shifted to early November. Pending accelerated Government reviews, the release date may be earlier than scheduled. The Government will provide advance notice if the Final RFP is anticipated to be posted prior to November. 2. The Questions and Answers (#61-80) resulting from the Pre-Solicitation Conference (advance and day of questions) are attached. 3. The ATMP LT2 Portal has been updated to include the Lot 7 WFF Work Order Data, a Data Definition Briefing, as well as the current WFF approved Technical Expert Status Accreditation (TESA) labor categories. These descriptions are provided merely to make reference to the CURRENT approved WFF categories and may not reflect the scope of ATMP. 4. This announcement provides the latest Section J Attachments for the REVISED DRAFT RFP, to include the five new Task Orders addressed in the DRFP posting on 29 June (Section J, Attachments 1-52), as well as documents associated with the DRAFT RFP (Section J, Attachments 53-63). Attachments 46-48 listed in Section J are reserved for potential efforts that have not been determined at this time. Additionally, a Table of Contents is provided identifying the contents of Section J attachments, as most attachments include multiple files. All documents attached supersede the original DRFP documents and have been provided in this announcement. Task Order 09 (Attachment 22) is not included as it is undergoing revisions at this time. It will be provided in the future, but not later than release of the final RFP. Additionally, Attachment 54 Collective Bargaining Agreements is not provided as there have been no changes. 2. An updated ATMP Changes Worksheet has also been included. 3. Answers to questions submitted post 1 June 2016 including those in response to the Pre-Solicitation Conference (PSC) notification (that will not specifically be addressed at the PSC) are attached to this announcement. 4. The Pre-Solicitation Conference will be held on Wednesday, 07 September 2016 from 9:00-12:00 P.M. EST. Please submit the questions and/or areas of concern by 5:00 P.M. on 23 August 2016 to the ATMP Mailbox at usarmy.orlando.peo-stri.mbx.atmp@mail.mil, to be addressed at the Pre-Solicitation Conference. Notice: the ATMP IPT anticipates additional task orders (TOs) will be provided no later than the release of the final RFP. The following information is provided for planning purposes and is subject to change. a. Anticipated addition to TO 24 (PWS for TO 24c) in support of Transportable Blackhawk Operations Simulator (T-BOS) Repair and Replacement (R&R) Foreign Military Sale (FMS) in the United Arab Emirates (UAE) b. Anticipated TO 25 in support of Apache AH-64, Longbow Crew Trainer FMS in the Republic of Korea (ROK) c. Anticipated TO 27: This order will be in support of TADSS maintenance for the following devices: MILES, COFT, CFFT, MSTC, EST2K, HEAT, MET, VBS3, JCATS, MMOUT and CREW/EWO at Camp Buehring, Kuwait d. Anticipated TO 28: FMS in Taiwan (Requirement TBD) e. Anticipated TO 29: FMS in Greece (Requirement TBD) 3. Answers to questions submitted prior to 1 June 2016 are attached to this announcement. 4. The Government requests that any questions in response to the DRAFT RFP be submitted no later than 20 July 2016 at 4:00 P.M. EST to the ATMP mailbox at usarmy.orlando.peo-stri.mbx.atmp@mail.mil. The Government will continue to accept questions beyond this date, but request the most critical questions be submitted by this date to ensure necessary revisions are made prior to Army and DoD Peer Reviews.
