Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for a quantity of (2) two complete mirror systems including (1) one actuator and (1) one control driver per system that meets or exceeds the following specifications: - Tip/tilt angle resolution, equal to or better than 0.05 urad (closed loop) - Closed loop feedback control (via integrated sensor) - Compatible with mirror diameter up to 5 cm (2 inch) - Tip/tilt angle stroke: Approximately 2 milli radian - Tip/tilt repeatability: Equal to or better than 0.2 urad - Tip/tilt linearity: Better than approximately 0.1% - Resonant Frequency: Better than 1.2 kHz - Control Bandwidth (assumes 25 mm mirror at about 8mm thick): - 700 Hz (for 250 urad motion) or better - 150 Hz (for 1 milli radian motion) or better - Distance from pivot point to mirror platform: 6mm or less - Operating temperature Range: -10C to 50C or better - Actuator Mass: Less than 0.3 kg - Physical Size: - Diameter - 2.5 cm or less - Length - 4 cm or less - 3D solid model available - Analog & digital control interface capable of: - Analog input/output control interface for external sensor and control - Voltage range +/- 10V or less - Digital input/output control interface (example USB -or- RS232 -or- Ethernet) - Ethernet connectivity is not required if other digital input/output control interface exists, such as USB or RS232 (with documented digital command set or software driver set) - Software interface libraries compatible with Linux and MS Windows for programming languages C/C++ and Python, compatible with MATLAB programming interface - User interface software to set parameters and for system control and for 1D/2D Scan/Auto Find using analog sensor input - Ability to set PID control terms - Capable of operating with power from standard US wall outlet The provisions and clauses in the RFQ are those in effect through FAC 05-89 http://nais.nasa.gov/far/. This procurement is not a small business set-aside. The NAICS Code and the small business size standard for this procurement are #334513 / 750 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44039-3191 is required within 60 days ARO. Delivery shall be FOB Destination. All contractual and technical questions must be in writing via e-mail to Sandra.m.bennett@nasa.gov no later than Friday, September 16th, 2016 at 4 p.m. (Eastern Standard Time). Telephone questions will not be accepted. Offers for the items described above are due by Tuesday, September 20th, 2016 at 4 p.m. (Eastern Standard Time) to Sandra.m.bennett@nasa.gov and must include solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (OCT 2015), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (DEC 2014), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (MAY 2015), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.219-4, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.2022-26, 52.222-36, 52.222-50, 52.223-18, 52.225-1, 52.225-13, 52.232-33. The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.html The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical evaluation: for the ability to meet or exceed all specifications, of design including size and shape, of delivery time, of price and past performance. Features such as equipment adaptability and available accessories for use in future projects shall also be considered. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3 (NOV 2015), Offeror Representations and Certifications - Commercial Items with their offer.
