Description The National Cancer Institute (NCI), Center for Cancer Research (CCR) Laboratory of Cell Biology (LCB) plans to procure a Brand Name or Equal procurement of GE Typhoon FLA 9500 bimolecular imager for the National Cancer Institute (NCI) Center for Cancer Research (CCR) Developmental Therapeutics Branch (DTB). This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation includes all applicable provisions and clauses in effect through FAR FAC 2005-89 (August 2016) simplified procedures for commercial items. The Government contemplates only one award of a Firm-Fixed Price contract. The Associated North America Industry Classification Code (NAICS) 334516 and the Business Size Standard is 1000 employees. It has been determined there are no opportunities to acquire green products or services for this procurement. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. II. Description of Requirement The Laboratory of Cell Biology studies various aspects of cell and structural biology directly or indirectly related to basic biology or treatment of cancer with emphasis on the molecular basis of multidrug resistance in cancer, ATP-dependent proteases, p53 translational modifications, antigen presentation, melanoma, and molecular modeling. NCI laboratory requires a biomolecular imager that is versatile and can accommodate a myriad of scientific applications. The request for a new biomolecular imaging system is critical. The vast scope of molecular biology experiments performed in the lab requires a reliable and reproducible biomolecular imaging system for precise quantification of proteins, nucleic acids, and other biomolecules. As technology has evolved, NCI's outdated Storm 860 phosphoimaging system has not kept up with the current technology. A phosphoimager system is vital to interpret results from the vast number of protein expression, purification and quantitative protein detection studies performed each day in the laboratory. Fluorescence based imaging is one robust way which can differentiate between an aggregated or monomer proteins based on their intrinsic tryptophan fluorescence The fluorescence based Typhoon system would help in quickly evaluating the species behavior in a purified protein. This technique of fluorescence based imaging can be optimized to probe aggregated or monomeric species of protein even in crude lysates and therefore avoids a partial purified protein/solubilized extracts can be used for getting an estimation of the quality of the protein. The instrument will be common equipment shared by all sections of the lab. The Typhoon imaging system will be purchased to meet the needs of NCI's diverse lab applications, which includes chemiluminescence, fluorescence, autoradiography, and digitalization of colorimetrically stained gels. The Biomolecular imager must meet the following features, or be of equal: •imaging of multifluorescent, chemifluorescent, radioisotope-labeled, and colorimetric samples. High resolution and quantitation: a pixel resolution of up to 10 μm and a linear signal response over five orders of magnitude provides precise quantitation in gels, blots, tissue sections, and arrays •High sample throughput: scanning area of 40 Å~ 46 cm •Simultaneous imaging of up to 20 gels or blots measuring 10 Å~ 8 cm in size And flexibility for new applications system with stages, detectors, filters, and lasers •2-D DIGE imaging: simultaneously image two 2-D DIGE gels for differential expression studies •Visible and infrared fluorescence imaging •A film-like radiation image sensor, designed to trap and store radiation energy in a stable state. When scanned with a laser, the energy is released as luminescence that can be quantitated using storage phosphor imaging systems. •Phosphor screen that reduces one-tenth the exposure time required with traditional autoradiography film •Phosphor screen which is 100 times more sensitive than autoradiographic film depending on isotope and sample type •A linear dynamic range over five orders of magnitude which enables quantitation and visualization of both weak and strong signals in a single exposure •Results can be digitized and quantitated using a storage phosphor imaging system •Has reusable screens which does not require chemicals, a darkroom, or other special treatment so each step can be performed at the lab bench under normal lighting conditions and at room temperature. III. Delivery Contractor(s) shall deliver the item within sixty (60) days after award to NIH/NCI Bethesda, Maryland 20892. The Contractor that receives the award will be provided with the complete mailing address and point of contact. Upon delivery, contractor must notify the NCI Contracting Officer's Representative (COR) to schedule the installation date and time. IV. Installation and Training To be carried out by the manufacturer and shall occur within approximately one week of delivery. V. Payment Payment shall be made after delivery, installation, and successful operation of the camera parts. Payment authorization requires submission and approval of invoice to the NCI COR and NIH Commercial Accounts. QUOTATIONS ARE DUE: September 16, 2016 11:00 AM, EST. PROVISIONS AND CLAUSES: The following provisions and clauses will be incorporated by reference: 52.211-6 Brand Name or Equal (a) If an item in this solicitation is identified as quote mark brand name or equal, quote mark the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that quote mark equal quote mark products must meet are specified in the solicitation. (b) To be considered for award, offers of quote mark equal quote mark products; including quote mark equal quote mark products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by: (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate quote mark equal quote mark products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is a quote mark equal quote mark product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision) 52.212-1 Instruction to Offerors Commercial Items (October 2015) 52.212-2 (October 2014), Evaluation Commercial Items: The purchase order will be awarded to the Lowest Price Technically Acceptable (LPTA). The award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for the requirements/technical specifications stated above. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the proposal.
