- Description
- The Department of Veterans Affairs (VA), Office of Acquisition Operations, Technology Acquisition Center (TAC), intends to enter into a firm fixed price contract on the basis of other than full and open competition for software maintenance support to XPOLog LTD, Moshav, Kfar, Truman 73150 for existing XPOLog LTD software. This support includes software upgrades and updates to include major releases, point releases, service releases and security releases of applicable software on a quarterly basis, and/or within 48 hours in cases in which a high risk vulnerability fix becomes available. The Statutory Authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) part 6.302-1 entitled, "Only Once Responsible Source and No Other Supplies or Services Will satisfy Agency Requirements." The estimated date of award for this action is September 21, 2016. The period of performance is for 12 months from date of award, plus one optional task and two 12 month option periods. Commercial acquisition procedures will be used. The primary North American Industry Classification System (NAICS) is 511210 and size standard is $38.5M employees. This notice of intent is not a request for competitive quotes or proposals. However, all responsible sources may submit a capabilities statement or proposal which shall be considered by VA. Any information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government.
