Amendment 0001 9/13/2016: Submitted Questions and Answers - 1) Part I - Section B: Item 0001 - Is this course expected to meet the requirements for an add-on Commercial Helicopter Rating? Answer: Yes And, what is the purpose of training hours in both recip and turbine helicopters? Answer: The FAA wants their inspectors to be exposed to both types of helicopters and the differences between them. 2) Part I - Section B: Items 0003 and 0004 - Both of these Instructor ratings could be accomplished easily and with less expense in a reciprocating engine helicopter. Why does the Add-on CFI specify reciprocating dual and the CFI-Instrument specify turbine dual? Answer: We need our inspector work force to be proficient in both types of helicopters in case after training they have to perform a flight test in either type of helicopter. 3) Part I - Section B: Item 0005 - ATP Helicopter Pilot Certification Course.... The proposed amount of time for this course seems excessive considering the student (inspector) would already have to hold an Instrument Helicopter Rating prior to enrollment in this course. Please explain the need for the requested 25 hours of Turbine Dual and 40 hours of ground instruction to achieve ATP certification Answer: Our Inspectors do not fly on a regular basis so the idea of the additional hours is for increased proficiency prior to a flight check. Additionally, they do not have the time to devote to pre-study prior to training, so the ground school hours allow for increased hours of study to obtain the requested rating. There may be a significant gap between when our inspector obtained the Instrument Helicopter Rating and the assignment to obtain the ATP certification. Again the increased hours are due to the lack of pre-course study time and flight proficiency. The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for Helicopter Pilot Training for employee's of the Federal Aviation Administration (FAA). The FAA contemplates award of an Indefinite Delivery/Requirements type contract with 1-year base period with two, 1-year option periods. The award will be made to the vendor with the lowest priced technically acceptable proposal. NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED, FAXED OR EMAILED TO THE CONTRACTING SPECIALIST. CONTACT INFORMATION BELOW. All interested sources should first attempt to download the attached SIR document(s). If downloading is not possible, all request for copies of the SIR documents(s) must be made in writing to the attention of Sherrie Files, Contracting Officer (AAQ-812), via e-mail at sherrie.files@faa.gov. Technical and cost proposals must be received by the FAA no later than 3:00 P.M. CST, September 23, 2016. Bids can be submitted electronically to sherrie.files@faa.gov. Hand-carried proposals (or proposals sent by overnight delivery) shall be delivered to Bid and Proposal Office (AAQ-710) Room 313, 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Proposals must be sealed and labeled as follows: SIR No. DTFAAC-17-R-00053; due 3:00 P.M. CST, September 23, 2016. All submittals will need to allow sufficient time to process through security procedures in place at the Aeronautical Center. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at MMAC. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow the special mail-handling procedures in place at MMAC. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 3:00 p.m. CST, September 23, 2016, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. The SIR/RFO is not be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. Any and all questions pertaining to this SIR should be submitted in writing to the contract specialist at, sherrie.files@faa.gov by 3:00 p.m. CST on September 7, 2016 to allow for adequate response time. No questions will be allowed after that date and time.
